NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (
NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

  • Assist program office liaisons with preparation and submission of all supporting documentation for procurements, travel approvals, expense reports, and revenue collection;
  • Assist the Operations Team with the maintenance of a realtime record of purchase requests, orders, payments, contracts, and MOUs related to procurements;
  • Assist the Operations Team with the implementation of Standard Operation Procedures for procurementrelated activities, including training program office liaisons, as needed;
  • Assist the Operations Team with conducting the financial analyses of approximately 200 IHEs, including the calculation of composite scores;
  • Assist the Operations Team with preparing written reports and recommendations on the overall financial condition of IHEs, including any identified risks to the delivery of quality instruction or the overall financial health of the IHE; and
  • Other duties, as assigned.

Additional Comments

CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments.

In May 2024, if a temporary
NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

- $52,198 (Trainee 2
  • NS equated to SG14)
- $65,001 (Full Performance level SG-18)

These positions lead to a maximum salary of $82,656 based on annual performance advances and traineeship advances.
