    The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Budget Development Support Specialist (Fiscal Analyst 1).

    This position will work a hybrid schedule of working both remotely and in the office.

    This position is part of (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state's Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon's child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

    What you will do:

    The purpose of this position is to carry out the goals and objectives of DELC by assisting in the development, execution, and monitoring of the Department's biennial budget. This position provides support to the Budget Services Director, Budget Manager, and lead budget analysts; assists with the development and preparation of the agency's biennial budgets and maintains budget tracking spreadsheets and other documentation.

    What we are looking for:

    • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree). OR;
    • Three years of experience in management, policy or program analysis, or technical-level budgetary support activities.

    In addition, we are looking for applicants that have the following Desired Attributes:

    • Experience in budgeting and finance.
    • Experience analyzing legislative bills for fiscal impact.
    • Strong listening, verbal and written communication skills, and the ability to ask appropriate questions to gather and convey information across all levels of an organization.
    • Experience with querying financial data, databases, statistics, data analysis, reporting tools, and connecting data to objectives and goals.
    • Ability to apply analytical skills to review and forecast expenditures, including experience identifying necessary data.
    • Ability to manage competing priorities and special requests while maintaining attention to detail under short deadlines.
    • Experience using accounting, budgeting and data warehouse tools.
    • Experience interpreting and analysis of state and federal statutes and regulations.
    • Experience working with complex grants and multiple fund types.
    • Proficiency with Microsoft Excel, Word and PowerPoint.
