Brief Summary of Job Duties:
Reporting to the Senior Budget & Finance Analyst in the Office of the Executive Vice Chancellor (EVC), is responsible for budget and financial management, analysis, and reporting for the Division of Academic Affairs.
Responsibilities include financial analysis, reporting, and tracking; maintaining and initiating financial and operations databases; general ledger reconciliation; and preparing and processing a wide variety of financial and budgetary transactions.
As part of the EVC Financial Team, serves as a control point resource to units within Academic Affairs for financial and budgetary activities.
Provides analytical and project support for a wide range of topics. Responsible for the complex tracking and management of financial commitments related to faculty recruitment. As a representative of the EVC Office, exhibits the highest degree of professionalism and discretion.Required Qualifications:
Bachelor's degree in related area and/or equivalent experience/training.
Experience working in accounting, finance, or related field.
(P2 Level 1-3 years; P3 Level 3+ years)
Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multitask in a high-volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision making.

Job Functions and Percentages of Time:
Budget & Financial Management, Analysis, & Reporting
Develops and implements effective procedures for management of the budget using Online General Ledger, Data Warehouse, Espresso suite, Excel, and other campus data resources.
Monitors, controls, and reconciles provision and other accounts related to EVC commitments. Researches, analyzes, and recommends appropriate actions to resolve issues concerning financial transactions, exceptions to policy, and interpretations of policy. Creates and maintains a detailed shadow system and filing systems for financial records. Reviews and analyzes monthly summaries of financial and budgetary transactions. Reports and advises on present/future financial matters. Assists with monitoring, reconciling, and reporting divisional financial commitments which average $15 million per year. Responsible for financial transactions, including intercampus and campus transfer of funds. Develops and manages commitment tracking log. Reviews financial commitments and develops commitment summaries for auditing and tracking purposes. Provides support for the annual assessments for the division, including UCOP and the Common Good Fee.Develops assessment models for review, drafts communication to deans/associate vice chancellors/directors, and coordinates fund transfers with units across the division.
Manages tracking of funds received ensuring compliance with requirements.Financial Services Analyst 3 (Experienced): Will be expected to do all of the above with more in-depth knowledge and experience in the field, more
independence and authority to act, and handling more complex situations independently.
Faculty Recruitment Commitments
Manages tracking of Faculty Recruitment Allowance (FRA) to individual faculty, as well as oversees the reimbursement process to dean's offices/departments and reimbursement to the EVC Office.
Manages tracking of Zero Interest Loan Program (ZIP Loan), Supplemental Home Loan Program (SHLP), and other programs, working closely with Business & Financial Services, Budget & Planning, Academic Personnel, and UCOP Office of Home Loans to ensure accurate reporting.
Financial Services Analyst 3 (Experienced): Will be expected to do all of the above with more in-depth knowledge and experience in the field, more independence and authority to act, and handling more complex situations independently.
Document ManagementFinancial Services Analyst 2 (Intermediate): With a high degree of attention to detail and understanding of the organization of the division, as well as the campus, manages the complex distribution of communications to and from the EVC and Academic Affairs.
Prepares and routes correspondence of a confidential and sensitive nature.In the Document Management System (DMS), independently assigns archiving categories, keywords, and routing, and exercises judgment and logic in order to adhere to strict standards and consistency for managing documents.
Maintains knowledge of the various categories for correspondence and attains familiarity with the subject matter. Ensures sensitivity to the confidentiality of file content. Serves as a resource to staff in the areas of communications distribution, as well as document management.Financial Services Analyst 3 (Experienced): Will be expected to do all of the above with more in-depth knowledge and experience, more authority to act, and handle more complex situations independently.
Additionally, serves as a DMS quality control reviewer. Approves and/or revises routing, as well as assignment of categories and keywords. Provides training to staff in overall document management.Project Coordination & Support
Financial Services Analyst 2 (Intermediate): Provides financial, budgetary, and administrative support to the EVC and staff in the EVC Office.
Manages assignments and projects from conception to completion, including setting objectives; developing processes; and planning, coordinating, directing, and implementing activities.
Participates in campus-wide efforts to improve business practices and systems by lending experience and skills via focus groups, committee service, and providing input into developing and piloting new systems as appropriate.
This includes, but is not limited to, the campus Financial Management Modernization project. Collaborates in the development and review of new and revised policies and procedures.Financial Services Analyst 3 (Experienced): Will be expected to do all of the above with more in-depth knowledge and experience, more independence and authority to act, and greater levels of participation due to increased expertise.
