    Description

    Position Summary:

    The Clinical Director (CD) provides clinical leadership, supervision and support to VOA women's programs serving substance use disorder and mental health clients within the Women's Residential Center umbrella, including residential and transitional housing programs.

    The CD oversees implementation of appropriate evidence-based programming with an emphasis on trauma-informed care, diversity, equity and inclusion, and best practices for individuals who may be justice or DHS involved.

    This position works closely with the Program Director and VOA Quality Assurance Team to ensure delivery of high-quality services and monitor fidelity of evidence-based curricula and compliance with Oregon Administrative Rules governing behavioral health services.


    Education, Training and Experience:
    A Master's Degree in Social Work and Oregon licensure is required.
    Certified Alcohol and Drug Counselor (CADC II) certification required.

    At least five years of clinical work including a combination of experience with diverse populations, co-occurring disorders, trauma, justice involved, and DHS involved individuals, and residential treatment.

    Two years of clinical work experience must be post-licensure.
    Knowledge of Trauma Informed Care, Evidence-based Treatment, Feedback-Informed Treatment and Recovery Oriented Systems of Care.

    Two years of supervisory work with clinicians serving at-risk, diverse populations and the ability to provide effective clinical supervision, including the experience and knowledge to consult on complicated and challenging cases is required.

    Knowledge of ASAM and DSM 5-TR assessment, individual, and group therapy is required.
    Experience with electronic health records systems is required.


    Competencies:
    Knowledge of the signs, symptoms, and diagnostic criteria for various substance use disorders, and mental health disorders.

    Knowledge of the effects and potential interactions of commonly abused substances, as well as the pharmacological treatments used in addiction recovery.

    Knowledge of evidence-based behavioral therapies, such as Cognitive-Behavioral Therapy (CBT), Motivational Interviewing (MI), Mindfulness, and contingency management, used in addiction and mental health treatment.

    Knowledge of the connection between substance abuse and mental health disorders and the ability to address dual diagnoses effectively.

    Knowledge of community resources and support services available for individuals seeking recovery, including self-help groups, detox facilities, and medical services.

    Knowledge of Trauma-Informed Care (TIC) and Feedback-Informed Treatment (FIT) best practices.

    Knowledge of the cultural, social, and economic factors influencing addiction and mental health and the ability to provide culturally sensitive care.

    Knowledge of the legal and ethical standards in substance abuse counseling, social work, and professional counseling, including confidentiality, informed consent, and mandated reporting.

    Skilled in providing comprehensive substance use and mental health assessment and diagnosis services.
    Skilled in creating personalized treatment plans that incorporate trauma-informed strategies, addressing the unique needs and triggers of each individual.

    Skilled in providing trauma-informed individual counseling and group therapy sessions using evidence-based modalities to help clients achieve and maintain sobriety and reduce mental health symptoms.

    Skilled in handling crisis situations and providing immediate support and referrals for clients in acute distress.

    Skilled in teaching individuals to employ effective strategies to prevent relapse and develop coping skills to deal with triggers and cravings.

    Skilled in maintaining accurate and confidential client records and treatment documentation, adhering to accepted clinical standards and legal and ethical requirements.

    Skilled in employing Motivational Interviewing, Cognitive Behavioral Therapy, Dialectical Behavioral Therapy, and Mindfulness to enhance clients' motivation for change.
    Skilled in setting appropriate therapeutic boundaries that respect individuals' autonomy and agency while ensuring their safety.

    Ability to establish and maintain an environment where clients feel physically and emotionally safe and develop trust in the therapeutic relationship.

    Ability to understand and respect diverse cultural backgrounds, tailoring treatment approaches accordingly.
    Ability to recognize and understand the diverse ways trauma can affect individuals, including its physical, emotional, and psychological manifestations.

    Ability to collaborate with a multidisciplinary team to ensure that trauma-informed care is integrated into various aspects of an individual's treatment.

    Ability to provide trauma informed, culturally sensitive clinical supervision services, including individual supervision, group supervision, documentation review, and session observation.

    Ability to assess emergent client substance use disorder, mental health, and case management needs and provide appropriate consultation on intervention/referral.

    Ability to approach individuals with empathy, active listening, and a non-judgmental attitude, demonstrating respect for their unique experiences and strengths.

    Ability to remain calm in high stress situations and effectively manage crises, de-escalate situations, and provide appropriate assistance and emotional support during distressing moments.

    Ability to demonstrate strong communication skills, including active listening, to effectively convey information and help individuals express their thoughts and feelings.

    Ability to effectively manage conflict and provide mediation services.
    Ability to collaborate with other healthcare professionals, support staff, and community agencies to ensure comprehensive care for clients.
    Ability to maintain and support healthy professional boundaries with clients and supervisees.


    Other Eligibility:
    Must be able to pass a DHS criminal history background check.
    Reliable vehicle, an active driver's license, current insurance, and ability to pass our insurer's driving standards.


    Duties and Responsibilities:
    Provide individual clinical, group and licensure supervision to the clinical residential and transitional housing staff.
    Provide training to new clinical staff and ongoing training as needed.

    Assist clinical staff in dealing with emergent client crises, including assessment of client mental and physical health needs and referrals, if appropriate.

    Review and sign clinician documentation as required.
    Oversee hiring and onboarding for clinical staff.

    Work with VOA quality assurance and billing department staff to assist clinical staff in meeting charting, authorization, and billing requirements.

    Prepare agenda for and facilitate weekly treatment team meetings.
    Facilitate community, client council or client advisory committee meetings as assigned.
    Coordinate treatment groups and update treatment schedule.
    In conjuncture with Volunteers of America medical staff, provide regular clinical oversight to medication room policy and procedure.
    Work collaboratively with VOA Feedback Informed Treatment (FIT) supervisory group to implement FIT services at agency and program levels.
    Work with Program Director to ensure fidelity to evidence-based practices.
    Ensure that services are gender specific and culturally competent.
    Ensure that services are provided by clinical staff in accordance with professional ethical guidelines.
    Ensure that services provided by staff are documented in accordance with VOA Clinical Documentation Standards.

    Work collaboratively with VOA Quality Assurance Team to ensure program adherence to standards of evidence-based treatment and Oregon Administrative Rules for Outpatient Mental Health and Inpatient Drug and Alcohol Treatment through QA meeting attendance, oversight and regularly scheduled chart reviews, group observation and clinical supervision.

    Ensure that the confidentiality of all clients and records is maintained according to HIPAA and 42-CFR rules.

    In absence of Program Director and/or Treatment Coordinator, provide program oversight and guidance to clinical, milieu and housing program staff as needed, represent the WRC at community stakeholder meetings and process client grievances as needed.


    Other Duties:
    Perform other duties as assigned.

    Schedule:
    This is a full-time position, Monday – Friday, and includes on-call availability some evenings and weekends as needed.

    Supervisory:
    The CD supervises approximately 10-12 staff members.

    Work Environment:
    Work is performed in a clinical treatment center with moderate light and sound. May be required to intervene in crisis situations or work with agitated clients. Travels locally to events and meetings on a regular basis.
