    This senior executive management position is responsible for the fiscal operations of the Monterey County Superior Court (Court). Under general direction of the Court Executive Officer (CEO), the Chief Financial Officer's (CFO) scope of responsibility includes the oversight, management, control and security of the budgetary and accounting operations of the entire court in accordance with legislation, operating policy and rule of court. The CFO plans, directs, organizes and manages the budgetary accounting, fiscal reporting, revenue disbursement, program development, collections and related functions of the Court; analyzes, evaluates, recommends and implements procedural and fiscal control and reporting improvements; acts as the Court's budgetary and fiscal liaison with the State of California and other agencies. CLASS CHARACTARISTICS:
    This senior executive management position is appointed by and serves at the will of the Court Executive Officer. Incumbents are responsible for all fiscal activities of the Court directly and/or through subordinate managers, professional and technical personnel. This position is an active participant on the executive team which includes the Court Executive Officer, Chief Operations Officer, Chief Administration Officer and Chief Information Officer.
    Senior executive management must lead members of the Court team with a focused vision, a commitment to open communication, providing and receiving constructive feedback, inspiring professional growth, and motivating through trustworthy and positive relationships to ensure a productive workplace environment.

    Examples of Duties

    ESSENTIAL FUNCTIONS:
    1. Confers with the Presiding Judge, judicial officers, CEO and other senior executive management members in the development and implementation of strategic and operational plans, and participates in identifying and evaluating the long and short-range needs of the Court.
    2. Plans, organizes, directs and manages, directly and/or through subordinate managers, professional and technical personnel, the overall fiscal operations of the Court and directs the development and implementation of court-wide fiscal policies and procedures, and auditing and financial control systems.
    3. Oversees the development and administration of the Court's budget, fiscal and trust accounting, revenue collections, purchasing, capital planning, banking, contract and grant management, collections and revenue and financial information systems.
    4. Develops, implements and interprets financial policies and procedures ensuring compliance with applicable laws, rules of court, requirements, and sound professional accounting and reporting practices.
    5. Monitors, evaluates and interprets the effect of legal, technological and procedural changes related to accounting, fiscal reporting and related functions; evaluates their effect on Court activities and provides consultation and direction on fiscal policy, budget strategy matters and identifies necessary procedural modifications.
    6. Oversees the analysis and preparation of complex studies, projects and reports pertaining to financial planning, budget projections and the protection of court assets. Ensures compliance with standard monthly, quarterly and annual reports.
    7. Analyzes, prepares and presents a wide variety of financial reports including quarterly, mid-year and annual budget presentations, monthly status reports, project status reports, audit reports and related correspondence.
    8. Oversees and coordinates the audit process and serves as the Court's liaison with external auditors. Reviews audit findings to ensure audit recommendations are properly implemented; oversees the development of internal audit procedures of court financial records and controls.
    9. Receives, reviews and interprets impacts of a wide variety of documentation to include state financial reports, court financial reports, state working group reports and related information.
    10. Provides direction in the selection, retention, development, training, and performance evaluation of the court's fiscal and accounting personnel.
    11. Establish and maintain effective, collegial and collaborative working relationships with judicial officers, other senior executive management members, court employees, governmental agencies, members of the public and others encountered in the course of work.
    12. Exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues, complaints and situations.
    Minimum Qualifications & Examples of Experience and Training

    EXPERIENCE:
    At least five (5) years of increasingly responsible financial management experience in the public and/or private sector is required; public sector preferred. Management experience in the areas of contracts, procurement and collections is desirable. EDUCATION:
    1. A master's degree from an accredited college or university in Business, Accounting, Finance, Public or Judicial Administration and at least three years of increasingly responsible financial management experience. Knowledge of contracts, procurement and collections are desirable.
    2. A bachelor's degree from an accredited college or university with major course- work in Public Finance, Finance, Accounting, or Business or Public Administration, Public Policy, directly related field and at least five years of increasingly responsible financial management experience. Knowledge of contracts, procurement and collections are desirable.
    3. An Associate's degree from an accredited college or university with major course work in Business or Public Administration, Public Policy, Public Finance, Finance, Accounting, or directly related field and at least seven years of increasingly responsible financial management experience. Knowledge of contracts, procurement and collections are desirable.
    4. Certification as a CPA or CMA is highly desirable.
    Other Information

    KNOWLEDGE:
    1. Thorough knowledge of public sector finance and accounting, including GASB, as well as budget and strategic financial planning.
    2. Considerable knowledge of the principles, techniques, and procedures used in government accounting, internal controls, auditing principles and practices, budget systems, law, ordinances and regulations which govern Court fiscal operations.
    3. Methods of leadership and current executive management principles and practices.
    4. The application and use of standard office equipment and software programs; examples include, but are not limited to the Microsoft Office suite of computer software programs and general accounting systems such as SAP.
    ABILITY:
    1. Analyze situations, select alternatives, recognize consequences of proposed action, negotiate mutually satisfactory solutions to problems and implement recommendations.
    2. Write effective reports, policies, correspondence and other written materials; communicate orally in a clear and concise manner.
    3. Produce timely and accurate financial and accounting reports compliant with all applicable statutes, regulations and policies.
    4. Coordinate the development and administration of multiple functional and program budgets.
    5. Direct complex court programs and associated personnel through subordinate managers; develop goals, objectives, policies, procedures and work standards.
    6. Provide timely and accurate responses to requests for information from internal and external offices.
    7. Assess and modify organizational structure to improve fiscal operations and strengthen existing work force; develop, maintain and improve financial and accounting policies and procedures.
    8. As a member of the Court Executive Team, the incumbent must provide leadership within the organization by embracing and practicing positive character qualities and demonstrating core Court values, such as honesty, integrity, and respect in day to day practices. Must lead members of the Court team with a focused vision, a commitment to open communication, providing and receiving constructive feedback, inspiring professional growth, and motivating through trustworthy and positive relationships to ensure a productive workplace environment.
    9. Lead members of fiscal operations and other subordinate personnel.
    10. Work collaboratively, effectively, tactfully and courteously with judicial officers, executive management, public officials, personnel of various levels, members of the community and others.
    OTHER REQUIREMENTS: As a condition of employment, the incumbent will be required to:
    1. Pass a background investigation to the satisfaction of the Court.
    2. Possess a valid California Driver's license, or other court-approved method of transportation for field travel and assignments.

    The Superior Court of California, County of Monterey offers a comprehensive benefits program including:
    • Retirement: Public Employees' Retirement System (PERS)

    • Annual Leave,: Accrues at the rate of 23 days per year. The accrual rate increases after 2, 6, 10, 15, 18, 20 and 25 years of service.
