- Provide technical advice and assistance to FHWA program managers on appropriate procedures, departmental and agency policies, and government regulations related to adverse and disciplinary actions. These areas include, but are not limited to employee misconduct, conflict of interest, grievances, performance issues, medical issues, leave administration, procedural questions, and legal/regulatory matters as they relate to personnel.
- Participate in the preparation of legal defenses to challenge those actions before such appellate bodies as the Merit Systems Protection Board, Equal Employment Opportunities Commission, . Circuit Court of Appeals.
- Provide technical assistance in the areas of staffing, merit promotion, classification, pay administration, and performance management in conjunction with complex and controversial employee relations issues. Develop and defend the agency's position on these issues and is called upon to testify on its behalf.
- Advise management on issues related to discrimination complaints against the agency. Analyze allegations, investigative finding, management considerations of resolutions or reactions to complaints based on race, color, sex, national origin, handicapping condition, marital status, religion, and all protected categories.

Duties
As a Human Resources Specialist (ER), you will :
The ideal candidate is a Human Resources Specialist who has a broad range of experience in developing and effecting conduct and performance actions to include counseling managers, determining appropriate disciplinary penalties, composing written documents in support of identified actions, and identifying due process rights under applicable laws, policies and procedures. Additionally, the specialist will have experience researching and applying Federal laws, OPM, and other Federal regulations, policies and procedural requirements, relating to an employee relations management program.
