Under the direction of the Clinical Director of Community Behavioral Health, the Manager, Health Navigator is responsible for partnering in the development of a school engagement strategy and program which is inclusive of cross sector relationship and infrastructure building.

The position will also support effective collaborative relationships with multiple internal departments and external stakeholders, including, but not limited to, county offices of education, school districts, and community-based organizations (CBOs).

The work will focus on the coordination and implementation of the Health Navigator Healthy School program as it pertains to Member education, primary care, and prevention and the promotion of wholistic health in a culturally sensitive manner in alignment with applicable regulations and compliance.


Key Responsibilities:


  • Work in partnership with the Clinical Director of Community Behavioral health in aligning Community Behavioral Health initiatives with the organization's Behavioral Health prevention and early intervention strategies focused on children and youth.
  • Hire, train, and manage Health Navigator Leadership and support staff, while monitoring outcomes.
  • Track, evaluate, and advance Community Behavioral Health opportunities, partnerships (current and prospective) and key initiatives for Community Behavioral Health.
  • Oversee the development of a broad range of communication materials for internal and external audiences to articulate partnership opportunities, pilot programs and initiatives, and research findings related to Community Behavioral Health goals.
  • Oversee the implementation and maintenance of Health Navigator trainings, evaluating progress, and recommending improvements annually.
  • Review healthcare related legislation and assess impact on IEHP's Community Behavioral Health programs and initiatives including but not limited to the California Youth and Behavioral Health Initiative.
  • Develop and maintain productive relationships with key external stakeholders, including but not limited to, County agencies, County Offices or Education and school districts across Riverside and San Bernardino Counties.
  • Collaborate with internal IEHP stakeholders, supporting efforts to coordinate services provided in the community.
  • Stay up to date and relay organizational and departmental programmatic changes to ensure departmental procedures are accurately informed.
  • Conduct performance reviews of direct reports within IEHP guidelines.
  • Develop and lead appropriate departmental meetings and trainings.
  • Recommend and implement program changes as necessary to meet IEHP's Community Behavioral Health and organization wide strategy.
  • Develop and nurture relationships with community-based organizations providing resources and support to school districts, members and families.
  • Assist in the coordination of education/discussion forums surrounding various preventive health, or healthcare access topics in program territories.
  • Manage initiatives and programs related to the Student Behavioral Health Incentive Program (SBHIP) and other applicable state driven initiatives.
  • Responsible for maintaining and collecting quantitative and qualitative information and evaluative tracking data on program and initiatives, to assist in providing monthly, quarterly reporting.
  • Represent IEHP and Community Behavioral Health in various stakeholder panels, meetings and coalitions.
