    Description

    General Description:
    The purpose of this job within the organization is to maintain and prepare complex financial records. This job works independently, under limited supervision, reporting major activities through periodic meetings.

    Duties and Responsibilities:
    The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.

    Essential Functions

    Essential Functions:
    Prepares the City's financial statement and a variety of related statements and reports.

    Supervises the maintenance, design and installation of the accounting control records and billing systems.

    Assists other departments on financial matter and transfers funds as required.

    Assists internal and external auditors and prepares required reports.

    Compiles periodic revenue and expense analysis.

    Reviews current accounting procedures and recommends needed improvements.

    Researches and provides financial data on request.

    Performs cash management, reconciliation and reporting of all grant transactions to both Federal and State automated accounting systems.

    Develops, manages, controls and organizes, the Federal grants revenue management, State financial reporting.

    Provides financial reports such as contract obligation and expenditure reports, end-of-year funding balance, as well as weekly status of funds reports.

    Enters approved program budgets and modifications into accounting system, develops and maintains tracking system for milestones, technical, financial and other reporting, and renewals and extensions.

    Ensures contractual compliance for all grant funds received are proper coding of all direct expenses tied to grants.

    Balances and drawdowns funds for the CDBG and Mass Transit grants also, prepares quarterly and yearly reports.

    Additional Duties:
    Participates in monitoring and evaluating the adequacy of internal accounting controls, records, and procedures.

    Assists in maintaining financial records, reporting and budgeting.

    Performs related work as assigned.

    Communications Requirements:
    Communications involves the ability to read, write, and speak.

    Reads technical instructions, procedures manuals and charts to solve practical problems, such as assembly instruction for tools, routine office equipment operating instructions, and methods and procedures for investigations and in drawing and layout work; composes routine reports and specialized reports, forms, and business letters, with proper format; speaks compound sentences using normal grammar and word form.

    Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

    Equipment Usage:
    Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

    Handles or uses computers, copiers or work aids involving little or no latitude for judgment regarding attainment of a standard or in selecting appropriate items.

    Unavoidable Hazards:
    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

    Qualifications

    Minimum Education and Experience Requirements:
    Requires a Bachelor's Degree in Accounting.

    Requires five years of accounting in the public sector.

    An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the position.
