    Job Summary

    Within Transit-Oriented Development and Innovative Delivery (TOD/ID), the Associate Program Analyst - TOD will primarily support the Transit-Oriented Development Group's research, policy and data-related projects and policy initiatives, providing analytical and project coordination support. The Associate Program Analyst - TOD will support the TOD Group in developing metrics that measure success for tracking progress toward transit-oriented development goals. The Associate Program Analyst - TOD will work on a variety of projects, utilizing data analysis skills, planning and policy knowledge, and project management and communication skills. The Associate Program Analyst - TOD will also support the following projects: development permitting review, metrics reporting, quarterly report coordination, and other projects as assigned.

    Duties & Responsibilities
    • Manage the development and maintenance of TOD program GIS databases, including cross-department integration; ensure consistency in reporting and collection strategies.
    • Support review and response to local and state permitting submissions.
    • Perform a variety of analyses using Excel, GIS, and other tools to calculate and develop metrics.
    • Develop written reports, PowerPoint presentations, and other communication materials including the development of executive-level and public-facing presentations, memos, and other materials to support the overall Transit-Oriented Development program team.
    • Maintain knowledge of transit-oriented development best practices and support development of MBTA TOD guidelines.
    • Support TOD project teams during the planning and design process.
    • Undertake TOD policy research.
    • Coordinate with MassDOT OTP, MBTA Capital Program Planning, Asset Management, Infrastructure Planning, and other departments as required.
    • Assist with writing and proofreading proposals, reports, and other documents as required.
    • Manage timelines, project milestones, and communications with internal and external partners.
    • Work independently with direction from Managers and Directors.
    • Undertake special projects for the Deputy Chief of TOD and the Chief of TOD/ID as required.
    • Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner consistent with the Authority's "Driven by Customer Service" quality standard.
    • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
    • Perform all other duties and projects that may be assigned.
    Supervision
    • No direct reports.
    Additional responsibilities may include a focus on one or more departments or locations. See applicable addendum for department or location-specific functions.
    Minimum Requirements & Qualifications
    • Bachelor's degree in urban planning, urban studies, political science, architecture, engineering, public policy/ administration, community development.
    • Experience in policy, data analysis and GIS mapping
    • Excellent written and verbal communication skills.
    • Ability to work in a fast-paced, deadline-oriented environment, with multiple competing priorities/projects.
    • Experience with MS Word, Excel, PowerPoint and GIS required.
    • Experience writing and editing reports and policy documents.
    • Ability to learn quickly, take direction, work independently, and use creative and collaborative approaches to resolve issues.
    • Strong project management skills, including time management, organizational skills, and attention to detail.
    • Strong communication (both verbal and written) and interpersonal skills.
    • Experience with data or spatial analysis (for example with Excel, Tableau, SQL, ArcMap/ArcGIS Pro, Python, or R).

    • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
    • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
    Preferred Experience and Skills
    • Understanding of TOD planning and policy.
    • Background in transportation-related work.
    • Understanding of local and state permitting processes.
    • Experience with database management and data organization.

    • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection)
    • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
    • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
