    Progressive Life Center, Inc. (PLC) is a Black-led organization, providing culturally-sensitivity human services to children, youth and families in the District of Columbia and surrounding Maryland, throughout Greater Philadelphia, and in most of Delaware. PLC's array of community-based services includes foster care and adoption, independent living for youth aging out of foster care, family preservation, juvenile diversion, and parenting skills training.     Position Responsibilities

    • Provide effective and inspiring leadership.
    • Establish and monitor staff performance and development goals, assign accountability, set objectives, and conduct annual performance evaluations.
    • Overall responsibility for all fiscal matters.
    • Prepares organizational objectives, strategies, planning and operational issues with respect to the utilization of financial resources.
    • Provides professional expertise or exercises control relative to the anticipation of potential revenue enhancement or risk, program or overall organizational financial viability and financial control systems.
    • Prepares organizational budget and budgets for funding proposals, contracts, and negotiations.
    • Prepares and maintains chart of accounts, complete with description of each account.
    • Prepares cash flow reports and other management reports as required by the President, PLC management team, PLC Board of Directors and other stakeholders.
    • Reviews and approves journal entries.
    • Prepares month-end and year-end journal entries (depreciation, year-end accrual, deferred revenue, etc.).
    • Reviews and signs bank reconciliation prepared by the Director of Finance.
    • Monitors compliance with financial requirements of various contracts.
    • Prepares financial statements.
    • Responsible for the measurement and effectiveness of all processes internal and external.
    • Identify best practices and improve internal systems with a focus on future needs and budget realities.
    • Develop capacity in strategic analysis, planning, and program budgeting. Work closely with Regional Directors to manage departmental expenditure within agreed budgets.
    • Provide timely, accurate, and complete reports to the President/CEO on the operating conditions of the Agency.
    • Assist, as required, with the fundraising initiatives.
    • Prepares annual corporate taxes - Form 990; Annual State of Maryland Property Tax Returns and Annual Employee Pension Benefit Returns - Form 5500
    • Analyze PLC Health Insurance Invoice and print and attach allocation sheet to Expense Request Voucher to be processed by staff accountant(s).
    • Conduct internal audits on a quarterly basis.
    • Coordinate the annual externalaudit process.
    • Review all accounting entries for proper accounting treatment prior to posting into PLC Accounting System.
    • Sign checks.
    • Manage contract matters relating to finances.
    • Assist in revenue development for local operations.
    • Familiarity with local child welfare regulations.
    • Plan and conduct local staff meetings.
    • Act as plan administrator for PLC Pension Plan and prepare all required annual returns including Form 5500.
    • Create, review, and revise accounting policies and procedures.
    • Ensure accounting policies and procedures are compliant with COA Financial Management Standards.
    • Other duties as assigned.
    Qualifications
    • Bachelor's degree in accounting and a CPA certification with several years of professional accounting experience in a not-for profit/non-profit organization or a master's degree in business administration.
    • Minimum 7 to 10 years of experience in a senior management role.
    • Financial management experience in a non-profit setting is preferred.
    • Certification by the American Institute of Certified Public Accountants preferred.
    • Thorough knowledge of generally accepted accounting principles, practices, procedures, and theories and ability to apply that knowledge in the day-to-day operations of the organization.
    • The ability to conceptualize the effects of transactions entering the accounting controls on the overall accounting system.
    • Must have thorough knowledge and understanding of the issues involved in the accounting for a "not-for-profit" entity as it relates to government contracting and ability to apply the above requirement to that type of operation.
    • Professional experience in supervisory administration in public/non-profit organizations.
    • Excellent verbal, written, interpersonal, presentation and communication skills and ability to formulate and present financial information to all levels of management.
    • Demonstrated experience in effectively leading a non-profit organization with an array of programs with the ability to leverage strengths across program areas.
    • Ability to operate as an effective tactical and strategic thinker.
    • Ability to prioritize and communicate to staff objectives and tactics necessary to achieve organizational goals.
    • Experience successfully mentoring and coaching a team of diverse staff.
    • Excellent judgment and creative problem-solving skills including negotiation and conflict resolution skills.
    • Ability to remain focused in difficult situations and deliver against timelines.
    • Experience in managing projects.

    Physical Demands

    • Has the ability to read and comprehend simple instructions, short correspondence, and memos.
    • Has the ability to write simple correspondence.
    • Has the ability to effectively present information in one-on-one and small group situations to customers and other employees of the organization.
    • Has the ability to add, subtract, multiply, divide, and calculate figures.
    • Has the ability to analyze financial results from operations, complete financial and cash flow forecasts.
    • Has the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
    • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
    • Frequently move files weighing up to 20 pounds throughout the office space.
    • Must be able to participate in fire drills or other drills during an emergency.
