    Job Description Summary

    The Chief Financial Officer ("CFO") is an executive organization-wide position that reports directly to the Chief Executive Officer of the organization and functions as Treasurer, SVP, and member of the Operating Committee. The CFO is liaison to and supports the chair of the Financial Review and Investment Committee and chair the Audit Committee of the board of trustees. They have financial responsibility for more than $19B Assets Under Management (AUM), Annual Revenue of $515M, and Assets totaling $2.1B. This position also: 1) represents and advises all Enterprise divisions, senior leaders, and all functional leads, and manages and oversees all financial planning and analysis, liquidity and cash management, and accounting work across the organization, and 2) serves as a key manager of enterprise financial risk, responsible for implementing policies and procedures to minimize and manage enterprise-wide financial risks, including risk to internal controls on financial reporting.

    The Chief Financial Officer leads a 75-person finance team through six direct reports, responsible for all aspects of accounting, financial planning and analysis and tax reporting for three operating divisions and entities under management, as well as responsible for the shared functions that include: Treasury, Accounts Payable, Financial Reporting, Tax, Payroll and Financial Planning and Analysis. They are also responsible for managing all outside audit and tax firms engaged to represent the organization as well as key banking relationships.

    As a member of the Operating Committee, along with the Chief Executive Officer, the three business division Presidents, the Chief Legal Officer, the Chief Operating Officer and the Chief Human Resources Officer (the "Operating Committee"), the Chief Financial Officer is a key advisor on matters of financial and strategic importance to the Chief Executive Officer, other members of the Operating Committee and other senior leaders, to include participating in strategic discussions, capital allocation, key performance indicators and major transactions. Their department is also involved in all matters across the organization's operations, including contract and business management, corporate finance transactions, litigation and disputes, regulatory compliance, and cybersecurity.

    The Chief Financial Officer supports the three Division presidents through four dedicated finance teams. The Solutions team provides support to the local markets, national programs, Enterprise Advisors (consulting) and policy team. This involves accounting for public and private philanthropy, grants and contracts and restricted and unrestricted funds. The Community Development team supports our mid-Atlantic developer, owner-operator and property management organization supporting over 11,700 families. The Capital Division is supported by two teams, one providing the complex deal modeling and investor reporting for our housing credit and real estate equity businesses and one supporting our community development financial institution (CDFI). The Capital Division also include a small broker-dealer under FINRA regulatory oversight.

    The Chief Financial Officer also serves as Treasurer of the consolidated organization. In this role, they have charge of and are responsible for all activities related to the assets, the liabilities, and the financial condition of the organization. This includes providing management of cash and investments, 3rd party and intercompany borrowing, oversight of transactions and ensuring funds are held in appropriate financial institutions; and, in general, they perform all the duties incident to the office of a treasurer of a corporation, and such other duties as from time to time assigned to them by the Board of Trustees or the President.

    Job Description

    Responsibilities:

    • Functionally responsible for all finance, accounting, and tax affairs for the organization. They act as a strategic partner and financial advisor to the Chief Executive Officer, other members of the Operating Committee, the board of trustees (including the Finance and Audit Committees) and other senior executives, and provides analysis, counsel, and guidance in areas of significant organization-wide impact and in the formulation of strategic and operating plans and decisions. In addition, they are expected to monitor and advise on emerging trends in the operating model, housing finance, the business environment, financial reporting, and compliance.
    • Responsible for financial and liquidity risk management for the organization, working closely with Internal Audit, the Vice President of Enterprise Risk Management, and each of the division Presidents, shared services, and business leads; assuring compliance with all applicable financial covenants and commitments; defining standards and practices for business financial operations; and assessing, advising on, and managing financial and regulatory risk.
    • Works closely with the Chief Executive Officer and members of the Operating Committee to ensure a culture of integrity and compliance across the organization, while fostering the growth and success of the business and the furtherance of Enterprise's mission.
    • Responsible for leading the finance department which manages all finance, accounting and tax functions for the organization, including, but not limited to, corporate governance, insurance, leases, borrowing facilities, corporate finance, grants and contracts, corporation transactions, fund development and management, policy matters, lobbying, intellectual property, real estate development and financing, transactions, M&A, tax, cybersecurity, and compliance.
    • Manages financial risk management strategies and operations, including compliance with loan covenants, corporate polices, audits and regulatory requirements, as well as security-related issues (including impacts of data breaches, financial auditing, insurance, fraud prevention, and business continuity), and supervises Enterprise's financial risk mitigation and identification procedures.
    • Partners closely with the Chief Human Resources Officer regarding analysis of the cost of self-insured health benefits programs, compensation and incentive plans, the retirement plan and other employee benefits.
    • Partners closely with the Chief Legal Officer to ensure that all corporate governance, business license filings and documentation regarding all entities are maintained and managed.
    • Works closely with the Chief Operating Officer and the Operations Management department to guide, organize, centralize the management of all contracts, third party vendors and procurement.
    • Partner with the VP of Risk as co-chair of the Internal Risk Committee to help with the identification, policies and management of enterprise risk including the risk, control self-assessment process (RCSA).
    • Ensures compliance and understanding with applicable guidance and regulations, including but not limited to Generally Accepted Accounting Principles, U.S. Department of Housing and Urban Development, Office of Budget and Management audit requirements, U.S. Treasury Department, and IRS requirements, FINRA rules, and other national, state, and local statutes.
    • Serves as liaison to the board of trustees, and provides leadership for board governance, committees, and associated meetings. Present annual budget and quarterly financials to the Board(s).
    • Prepares and manages the overall organization and finance department's budget; evaluates the financial risks to which the organization may be exposed; and ensures risks are accurately reflected in the organization's financial statements. Prepare and manage the allocation of shared services expenses equitably and transparently among the Divisions.
    • Partners closely with the general counsel responsible for real estate transactions and other corporate work associated with Enterprise's Capital and Communities divisions, as well as with the Internal Auditor to be better able to leverage his/her ability to manage the responsibilities of the finance department and the enterprise risk program, as well as serve as Treasurer to the board.

    Qualifications:

    • 20 Years Experience in financial management, real estate, development, fund management and/or tax credit projects is required.
    • Bachelor's Degree in Business, Finance or equivalent is required; master's degree preferred.
    • Skill in recognizing strategic business opportunities resulting from changes in economic, technological, political, legal, or social environments.
    • Mature leader with broad and deep financial experience, ideally beginning in accounting, followed by experience gathering and evaluating financial information and making accountable recommendations to senior/executive leadership.
    • Experience leading the finance function (accounting, budgeting, financial and tax reporting) with a diverse employee population, with knowledge and experience in managing and organizing financial risk across complex organizations. Experience in capital allocation across divisions and complex modeling a plus.
    • Confident and assertive in driving solution for the entire organizational platform.
    • Well-rounded, engaging, and personable individual with demonstrated leadership who can influence and educate and be well-received within and outside the organization.
    • Experience in all aspects of nonprofit accounting and financial management.
    • Collaborator with excellent organizational and communication skills both oral and written with internal and external customers.
    • With a businessperson's solution-oriented mindset, must have a natural tendency to make changes happen and the ability to find creative solutions where none initially appear to exist.

    The base salary for this role is $315,000 to $430,000, depending on level of skills and experience.

    The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors which may include skills, education, location, experience and performance. The salary range indicated is just a component of the total rewards package provided to employees at Enterprise and other rewards may include annual performance bonuses and generous paid leave programs.
