    The overarching objectives of this review are to generate learning from the efforts to advance localization through CERF and to assess whether they met the stated objectives.

    It is expected that lessons learned, best practices and potential challenges identified from these allocations will inform future localization efforts in CERF-funded humanitarian action and advance the overall localization agenda.

    The intended users of the review are the CERF secretariat, the CERF Advisory Group, donors, OCHA country offices, Humanitarian Country Teams, Resident and Humanitarian Coordinators, implementing agencies and partner organizations.

    The CERF secretariat will use the review to inform localization considerations in its allocation processes. Other stakeholders will benefit from learning related to localization more broadly, including as it relates to financing. The final report will be published on the CERF website.

    The job is remote based, but it requires adherence to New York office hours

    Duties and Responsibilities

    The review is expected to provide learning of broader relevance on the localization of aid.

    This includes examining, to the extent possible, the challenges, opportunities, and best practices of increasing the involvement of local and national organizations in humanitarian action.

    In this connection, the review will seek to answer the following research questions:


    • How were national NGOs involved in decision making and design of projects implemented through CERF?
    • What lessons were identified for establishing quality partnerships with national NGOs?
    • How were the capacities of national NGOs supported throughout the process and what could be done additionally?
    • What challenges did UN agencies face in working more directly with local national partners and what good practices could be identified?
    • What parts of the involvement with CERF granting posed the greatest challenges for national NGOs? What improvements might be suggested.
    • Did comparative advantages of national and local organizations, such as improved access to people in need, add value to the overall delivery of humanitarian activities?
    • Did the increased involvement of national and local organizations influence the quality of the overall response planning and delivery in the country (positively or negatively)?
    • Have the allocations resulted in better participation by national and local organizations in humanitarian coordination?
    • Have the allocations resulted in a greater degree of leadership or decision-making by national and local organizations in humanitarian coordination?
    • Did the CERF initiative help amplify existing country-level localization efforts? And how was it achieved?
    • Did CERF efforts act as a catalyst to raise more funding for local organizations from other sources and/or did CERF efforts help ensure added visibility regarding the importance of localized responses? To what extent did the CERF allocation pave the way for a different way of working at the field level?
    Qualifications/special skills

    Academic Qualifications:

    Advanced university degree (Master's degree or equivalent) in international affairs, international development, development economic, public policy, or related field.

    A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of ten years of progressively responsible experience in humanitarian action and/or international development is required Experience drafting evaluation reports and/or guidance is required Experience working with local/national NGOs desired

    Languages

    Fluency in English is a requirement and fluency in French is desirable.
