    The main objective of this consultancy is to support the finalization of an AAR methodology and related tools for CBPFs and CERF, guided by a set of predetermined questions that are focused on the articulation of the Pooled Funds' impact and added value.

    A key element of the consultancy will be to provide in-country facilitation of three/four pilot AAR processes and to generate learning from these processes to inform the wider roll-out of AARs.

    In support of the wider roll-out of AARs across the Pooled Funds, these processes shall inform the finalization of minimum standards for the AAR format, participation, content and related guidance and tools.

    Duties and Responsibilities

    The consultancy will be structured around three main phases.

    Through an initial remote preparatory phase, the consultant will be required to help improve and adapt the AAR methodology being piloted in the selected countries.

    This will require familiarization with relevant CERF and CBPF grants and processes, as well as existing AAR documentation.

    This phase will also include the selection of the three/ four countries in consultation with the CERF secretariat and CBPF section, and interviews with relevant headquarters and field-level OCHA colleagues (including country-based pooled fund managers) to inform the process.

    The second phase of the consultancy will require in-person facilitation of AAR processes in the selected countries.

    In close collaboration with OCHA headquarters and in-country leadership, the facilitation will require guiding in-person discussions between stakeholders around a set of pre-determined questions as per the revised AAR guidance (adapted to each context).

    The third phase of the consultancy will require articulation of lessons learned and recommendations as to methodology, related guidance and tools for consideration by OCHA and, following final agreement, support OCHA in the roll out AAR across all OCHA field offices, for example through webinars, etc.

    The final deliverables should thus include a succinct report to OCHA that describes the facilitated AAR processes in each of the three/four countries, lessons learned, and recommendations together with a revised AAR methodology and related tools.

    Qualifications/special skills

    Academic Qualifications:

    Advanced university degree (Master's degree or equivalent) in international affairs, international development, development economic, public policy, or related field.

    A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    A minimum of seven years of progressively responsible experience in humanitarian action and/or international development is required Programme evaluation and in roles requiring engagement with a range of stakeholders/ constituencies is required.

    Knowledge of humanitarian pooled funds is desirable

    Languages

    Fluency in English is a requirement and fluency in French is desirable.
