- Reporting to the Executive Director of Facilities Operations, the Project Manager (PM) is responsible for managing multiple operational and capital projects that have varying degrees of complexity, duration, and scope. The PM is responsible for overall project management from concept to close out, within budget and on schedule.
- Manages facilities emergency, capital and operational projects for existing building renovations and new facilities, infrastructure, parking lots, sidewalks etc. As a member of the Facilities Department, this individual will plan, manage, and support all activities for projects from program development, planning and design, budget guidelines and compliance with all regulatory standards and codes. Works with and manages House Doctors. Complies with public procurement procedures for the state of Massachusetts.
- Assists with and coordinates thorough and comprehensive specifications with House Doctors.
- Assists with the Bidding Process in BID DOCS.
- Provides overall management of financial aspects of project, including working with House Doctors, coordinating/writing bid docs and processing thereof, project financial reporting, forecasting, as well as requisitions, submittals, review, prepare for Executive Director's approval and monitor the Applications for Payments in concert with the House Doctor of record. Bring forward all PCO to Executive Director with justification for approval/disapproval PRIOR to work being completed.
- This position requires analytical and reporting skills to achieve successful estimating, planning, management, and execution of campus projects.
- Manage ongoing and new projects. Manage construction projects from conception to completion.
- Ensure that projects are in compliance with all state, federal and local laws and regulations.
- Possess strong interpersonal skills including excellent written and oral communication skills.
- Ability to work with and manage multiple projects and project teams.
- Thorough knowledge of contract language.
- Develop for approval and manage project budgets in collaboration with the Associate Director for Facilities Budgets.
- Experience with, and extensive knowledge of, project reporting and process.
- Lead project estimating, budgeting, bidding, submissions, and scheduling.
- Review/prepare scope of work, preliminary estimate, and final bid packages.
- Coordinate pre-bid plan review with Facilities staff including, but not limited to, campus Electricians, HVAC, Power Plant, Plumbing, Painting, Locksmith, Carpentry, Landscape and Environmental Services for comments and suggestions prior to issuing a bid.
- Ensure timely review of all contract documents such as specifications, shop drawings, RFIs and submittals to keep the project moving.
- Ensure as-built drawings are submitted and correct.
- Ensure that the construction work is performed based on the contract drawings and specification.
- Schedule/coordinate the Job Progress meetings.
- Review/update Project Status Reports weekly.
- Ensure and enforce adherence to the contractor rules and regulations as well as job safety.
- Review/prepare detailed daily report with Safety Check List.
- Onsite supervision of contractors in the field.
- Ensure/manage safe working environment in the field.
- Convey budget, schedule, material, manpower and quality concerns to Executive Director immediately.
- Ensure early discussions of quality and project expectations with A/E and contractors for identification of conflicts in the field.
- Understand contractors' production levels and oversee the prompt and thorough completion of project.
- Demonstrate sensitivity for and understanding of student and academic concerns and issues.
- Ability to work with faculty, staff, and professionals in multiple settings and locations and to promote diversity in the workplace.
- Recognize that being effective and results oriented is paramount.
- Establish trust and credibility with institutional leadership and across the University.
- Seek "win-win" solutions to help foster continued integration and collaboration amongst these entities.
- Support variety of administrative and other project-related activities such as preparing memorandums, reports and presentations; coordination between different divisions/departments/users; filing construction documents; scheduling meetings; etc.
- Work closely with IT and Campus Police regarding any possible interruption or campus support needed.
- Create and monitor the completion of project punch lists.
- Ensure that each project is completed within established budgets and schedules.
- Ensure successful completion of projects including relocation of groups with minimal business interruption, inconvenience, or lost time.
- Manage infrastructure planning for projects and assure coordination of plans, including HVAC, MEP, and engineering.
- Manage close out and as-built drawing completion and payments.
- Coordinate with the Associate Director for Space Management on moves, adds or changes as necessary.
- Qualified candidates will hold a bachelor's degree in an appropriate area of specialization. In lieu of degree a minimum of 7-10 years of experience as a (Construction) Project Manager will be required.
- Extensive knowledge of project safety, OSHA, state and federal laws. OSHA 10 certification is required.
- Extensive knowledge of and experience working on Massachusetts public building construction projects. Must have experience in MGL c149, 149A, 30B, 30 s39M, etc. Knowledge of bidding and construction work within the State of Massachusetts public procurement laws. Ensure all routine contracts, policies, and legal documents meet specifications.
- MCPPO certified (if not must be certified within 6 months).
- Must be able to do high-level estimating of projects.
- Ability to read, review and coordinate construction drawings, specs, shop drawings and estimates.
- Must be proficient in AutoCAD or complete a certificate program within 6 months of hire.
- Must have proven knowledge of reading and interpreting blueprints and related documents.
- Computer proficiency in MS Word, Excel, PowerPoint, Project.
- Thorough knowledge of applicable building, safety, fire and health codes and regulations.
- Must possess strong relationship building skills, communication/interpersonal skills, negotiation skills and demonstrated project management skills.
- Must be able to manage multiple priorities, objectives, and deadlines.
- Must be very organized and structured.
- Must have the ability to work in a fast-paced environment.
