    This position will direct, coordinate, evaluate and provide technical assistance in implementation and maintenance of the quality improvement activities within HIV Grant Administration & Planning (HGAP) and in partnership with Ryan White sub-recipients for the purpose of improving the health outcomes of the population of low-income people living with HIV.

    They will provide technical assistance and expertise in Ryan White quality management and performance measure grant requirements and informatics. This position will also provide data analysis support for grant and quality improvement project performance metrics. This is a 0.75 FTE position.

    As the Program Specialist Senior, you will:
    Identify and use of performance measures, development of policies and procedures, development and implementation of toolkits and specific tools for Ryan White sub-recipientsDesign, develop and implement project management systems to monitor and evaluate effectiveness and impact of quality improvement projectsTrain staff, volunteers/consumers, and leadership in quality improvement concepts and toolsDevelop and present complex data and information in an understandable way and assists others to understand how data can be used to lead to improvement and maintain gainsDevelop and revise program performance measures and quality improvement activitiesCoordinate and align quality initiatives with the Oregon Health Authority Ryan White Quality Management Committee/Plan and co-facilitate quarterly/as needed meetingCollect and analyze complex data and information to determine effectiveness and impact of key program policies and initiativesCollect and analyze complex data and information to determine effectiveness and impact of key program policies and initiativesEvaluate processes and policies, and provide recommendations based on analysis to HIV Grant Administration & Planning, Health Department leadership, Ryan White sub-recipient key contacts, and the HIV Services Planning Council

    Minimum Qualifications/Transferable Skills*:


    Equivalent to a Bachelor's Degree from an accredited college or university with major course work in public administration, business, statistics/math or a related field;Five (5) years of increasingly responsible and major program development, policy analysis, or program compliance/monitoring and evaluation experienceThis position requires advanced skills in managing annual quality improvement projects with multiple external community partners, gained through at least 3 years applied experience.

    Advanced training in LEAN, Model for Health Improvement or other nationally recognized Quality Improvement tools, gained through training and experience.


    Preferred Qualifications/ Transferable Skills*:
    You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.     Advanced experience using statistical analysis software (e.g. SPSS, SAS, STATA, etc.).

    Knowledge of the continuum of care necessary for people living with HIV to achieve optimal viral suppression.*Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position.

    Pay Equity:

    Routine Telework:

    This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available.

    As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

    The onsite work location for this position is the Gladys McCoy Building at 619 NW 6th Ave., Portland, OR 97209.


    Serving the Public, Even During Disasters:
    Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.

    All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.

    During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
