    Incumbent will perform engineering work and project management involving coordination and management of engineering projects and planning components of the Town's infrastructure including reviewing submittals for development projects. Assignments are general and of a continuing nature. This position will focus on water distribution and wastewater collection development review and capital improvement project management.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

    • A Civil Engineer I is anticipated to be able to complete the duties and responsibilities listed below with input and assistance from the Engineering Director.
    • A Civil Engineer II is anticipated to complete the duties and responsibilities listed below with limited assistance from the Engineering Director.
    • Review development submittals including subdivisions, site plans, plats, annexations, agreements, construction drawings and public improvement acceptance. This includes making recommendations to the Engineering Director, applicable Town staff, boards/commissions, and/or Town Council on variance requests and approval of the proposed development submittals.
    • Prepare appropriate development agreements and coordinate development projects with applicants and provide direction to project staff. Ensure effective coordination on engineering items with the Planning & Development, Public Works, and Utilities departments.
    • Plan, direct, and supervise key engineering functions including recommending planning strategies based on existing and future needs; coordinating activities with the general public, other Town departments, and outside agencies; and researching and developing project budgets.
    • Serve as project engineer/manager on capital improvement projects as needed, assuming responsibility for project quality, scheduling, and project finances and providing first-level supervision to project staff. Capital improvement projects will vary in focus on the planning, design and construction of transportation, storm drainage, water, and sanitary sewer related infrastructure.
    • Develop and review requests for proposals and qualifications for consulting engineers. Develop and review scopes of work and requests for proposals and qualifications for obtaining bids from contractors.
    • Approve selection and provide management of professional consulting engineers for the development of plans, specifications, studies, and reports. Negotiate and approve consulting agreements and contracts.
    • Supervise the preparation of reports and construction plans by consulting engineers. Review, approve, and/or develop specifications, plans, and cost estimates for diverse engineering projects. Supervise and direct engineering fieldwork on Town projects.
    • Perform field inspections, review work, and perform substantial completion, construction acceptance, and final acceptance on both development and capital improvement projects.
    • Resolve engineering problems impacting design, contracts, and compliance, including on-going disputes with contractors and developers, technical design, plan development, and acceptance on development and public improvement projects. Problem resolution may require interpretation of policy and expertise on pertinent Town codes and policies.
    • Coordinate with the Town inspectors during construction to ensure that all infrastructure is installed per plan. Review all proposed field changes and provide input on how to resolve construction conflicts.
    • Check computations and specified materials for accuracy and compliance with regulations. Monitor performance and check plans to ensure contractor compliance with Town specifications.
    • Monitor and approve expenses within the functional area of responsibility.
    • Prepare and direct the preparation of various reports and coordinate special studies on a variety of complex projects that require a high degree of technical competence and political awareness. This includes but is not limited to utility reports, expected utility needs statements, hydraulic analysis, and master plans.
    • Develop and implement Town standards, codes, and specifications.
    • Serve as a Town representative to a variety of Town commissions, boards, committees, and neighborhood meetings related to the assigned projects, including preparation of presentations.
    • Prepare various applications for state and federal grants.
    • Maintain and understand current water and wastewater state and federal standards as well as trends in the industry related to design and construction activities.
    • Perform related duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge of:
      • Civil engineering principles and practices as applied to municipal infrastructure, including planning and development, design and construction, and operation and maintenance.
      • Methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to a variety of engineering projects.
      • Codes, ordinances, resolutions, laws, recent developments, current literature and sources of information in municipal infrastructure.
      • Maintaining project records and documentation.
      • Principles and practices of management and supervision preferred for Civil Engineer II.
      • Principles and practices of leadership, motivation, team building and conflict resolution.
      • Principles of budget preparations and expenditure control.
      • Contract preparations and administration.
      • Safety principles, practices, and procedures.
    • Skills:
      • Plan, coordinate, and prioritize a variety of engineering projects, reports, and studies.
      • Supervise and participate in the preparation and management of plans, drawings, specifications, diagrams, and sketches pertaining to infrastructure construction and development projects.
      • Analyze complex technical and administrative problems, evaluate alternatives, and implement creative but sound alternatives.
      • Manage, direct, coordinate, and evaluate the work of professional and technical personnel.
      • Interpret, analyze, apply, and articulate relevant laws, rules, contracts, ordinances, regulations, and guidelines.
      • Prepare and present clear, concise, and competent reports, both orally and in writing.
      • Efficiently operate a personal computer and software including infrastructure modeling software, GIS, AutoCAD, word processing, spreadsheets, and database applications.
      • Communication, interpersonal skills as applied to interaction with Contractors, Developers, other departments and the public sufficient to convey information and to receive work direction.
      • Establish and maintain effective working relationships in the performance of required duties.
    • Abilities:
    1. Position performed primarily in an office environment, but requires field visits and inspections.
    2. Use of personnel protective safety equipment and work near or in areas requiring compliance with special safety procedures.
    3. Read and understand detailed documents, blueprints, maps, and other printed materials.
    4. Use language, math, and reason to solve problems, communicate clearly and concisely.
    5. Work under stress, manage multiple tasks concurrently, and handle frequent interruptions.
    • Recognize and identify similarities and differences between shade, degree or value of colors, shapes, sounds, forms, textures, or physical appearance associated with objects.
    • Exerting in excess of 20 pounds of force occasionally, and/or up to 5 pounds of force frequently.
    • Occasional exposure to: hazardous physical conditions (mechanical parts, electrical currents, vibration, etc.), atmospheric conditions (fumes, odors, dusts, gases, and poor ventilation), hazardous materials (chemicals, blood and body fluids, etc.), extreme temperatures, inadequate lighting, work space restrictions, intense noise, travel, and environmental dangers.
    • Noise level is primarily in office level work environment, but in the field can be loud at times.

    QUALIFICATION REQUIREMENTS:

    • Bachelor's Degree from an accredited college or university with major course work in Civil Engineering or related field;
    • Possession of a valid Colorado Driver's License.
    • Civil Engineer I
      • Registered Engineer in Training (EIT) certificate.
      • A minimum of one year of experience (in addition to bachelor's degree) in civil engineering related to utility design and/or design review is desired.
    • Civil Engineer II
      • Minimum of four years of experience (in addition to bachelor's degree) in water and wastewater utility engineering with increasingly responsible and varied civil engineering design and construction project experience.
      • Registered as a Professional Engineer in the State of Colorado or ability to obtain registration within 6 months of hire.
