    Short Job Description:

    The City of Greeley is seeking a Civil Engineer I or II that will provide project management of multiple, simple to complex projects concurrently. This position will be responsible for the planning, permitting, design, and construction of the City's wastewater infrastructure, including both the collection system and treatment plant.

    Job Summary:

    The City of Greeley is seeking a Civil Engineer I or II that will provide project management of multiple, simple to complex projects concurrently. This position will be responsible for the planning, permitting, design, and construction of the City's wastewater infrastructure, including both the collection system and treatment plant. This position will meet with operation staff to evaluate the needs for system improvements, participate in master planning, and implementation of capital improvement projects necessary for the growth and maintainability of the wastewater systems. This includes organizing and developing plans, hiring and directing consulting engineers, as well as, overseeing and inspecting construction. This position may perform some in-house design work, as needed, and support development review. If needed, this position may support other areas in the Water and Sewer department, including but not limited to, water resources, water transmission/distribution, non-potable, and water treatment. This is a junior to mid-level engineering position that will assist senior level engineering staff but will be expected to independently manage tasks and projects as assigned. The successful candidate will provide assistance to senior engineering staff as well as other City staff in addition to independently managing projects. This will require self-motivation, wastewater engineering experience, sound engineering judgment, problem-solving skills, ability to work independently, ability to manage moderate responsibility, and willingness to learn.     Essential Functions:
    • Completes evaluation of wastewater collection system assets and capacity, provides recommendations to operations staff for improvements.
    • Hosts construction management meetings, pre-bid, and pre-construction conferences; and completes periodic field inspections, change orders, and invoices.
    • Assist project managers with, and may provide, leadership including time management, project costs, and project schedules, including negotiating project scope of services and fee schedules.
    • Manages consultant and contractor contracts.
    • Assists with and may oversee project planning, permitting, project plans and specification development, invoicing, construction management, and construction inspection activities.
    • Assists Engineering Development Review in defining development requirements based on governing codes and criteria.
    • Assists with review of hydraulic/utility reports and plans for the expansion of municipal collections systems.
    • Assist senior engineering in performing technical research, reviews work products or completed construction projects, and evaluates alternatives in order to move projects forward.
    • Periodically presents projects and work products to coworkers or at board, City Council, or public meetings.
    • Works effectively with coworkers, consultants, governmental agencies, contractors, stakeholders, and general public to achieve the City's objectives.
    • Responds to requests for information and engineering assistance from coworkers, other departments, governmental agencies, and the general public.
    • Completes other tasks as assigned.
    Experience, Knowledge, Skills:
    • Knowledge of the business and organizational structure of Colorado municipalities.
    • Knowledge of environmental permitting requirements including the National Environmental Policy Act, Clean Water Act, and Colorado Department of Public Health and Environment.

    Minimum Requirements

    All levels:
    • Valid driver's license.
    • Bachelor's degree (four-year degree) from an accredited college/university program in environmental, civil, agricultural, or water resources engineering or closely related field.
    • One (1) to three (3) years of experience in municipal engineering or related work experience for Level I
    • Colorado Engineer Intern (EI) certification or ability to obtain within one year.
    • One (1) to three (3) years of experience in design, construction, and oversight of water or wastewater projects that includes knowledge of the materials, design methods, and construction techniques used in the design.
    Additional requirements to be considered for Level II:
    • Three (3) to five (5) years of experience in municipal engineering or related work experience to be considered for Level II
    • Colorado Professional Engineers license or ability to obtain within one (1) year of hire.
    OR
    • Any combination of related education, experience, certifications, and licenses will result in a candidate successfully performing the essential functions of the job.
    Preferred
    • Masters of Science degree preferred.
    • Four plus (4+) years of experience in municipal engineering or similarly related work experience in a non-governmental environment to be considered for Level II.
    • Colorado licensed Professional Civil Engineer (PE) or ability to obtain within one year.
    • Two (2) years of experience in Biowin, Infoworks ICM, and/or InfoSWMM modelling software.
    • Two (2) years of experience with AutoCAD Civil 3D and ArcGIS Pro.

    Work Environment and Physical Requirements:

    WORK ENVIRONMENT
    • The work environment is a combination of in-office and field locations with frequent interaction with other staff and frequent participation in meetings.
    • Exposure to all weather conditions and various types of noise when on project sites.
    • Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
    • Position requires incumbent to be ambulatory.
    • Mobility and manual dexterity to inspect work sites, operate vehicles, and use computer equipment.

    • Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds;
    • Extensive work is performed on a computer.
