- Leads and manages the daily operations of the Tax Office; provides coaching, training, and guidance to staff.
- Ensures timely filing of all federal, state, and local income, property, sales and use tax returns, state registrations and foreign countries value added tax, digital services tax, consumption tax, goods and services tax, income tax, equalization levy, and service tax.
- Ensures compliance with tax laws, regulations, and GAAP and monitors proposed changes in tax laws, evaluating their impact to the ACS and subsequently making recommendations.
- Conducts planning, research, and analysis for all tax inquiries.
- Coordinates with outside advisors for research and compliance matters.
- Coordinates with a third-party vendor that is managing the ACS charitable solicitations licenses registrations and renewals in various jurisdictions. Ensures the timely submission of required information to the third-party vendor.
- Manages all federal, state, and local and foreign jurisdictions tax audits.
- Recommends, documents, and implements improvements to policies, procedures, and processes.
- Plans and executes complex projects within time and/or other constraints.
- Manages upgrades/implementation of financial and tax software.
- Performs in a dynamic environment and meets all critical deadlines.
- B.S. in accounting required. Certification (e.g., CPA, CMA, or MBA) preferred. Public accounting and/or non-profit experience preferred.
- Eight or more years of successful experience in tax accounting or related field with progressively increasing responsibility, including system upgrades and implementations.
- Significant and substantial management, supervisory and/or team leadership experience.
- Strong and advanced computer skills, including Microsoft products, various tax software including Thompson Reuters or CCH, and Vertex experience preferred.
- Able to work independently and manage multiple projects and deadlines simultaneously in a fast-paced environment and take ownership of responsibilities. Strong decision making, analytical, and critical thinking skills essential.
- Experienced in performing research on tax laws and regulations for domestic and international jurisdictions and different types of tax.
- Knowledge of international VAT/GST, sales and use tax, business, property, and non-profit tax and reporting is desired.
- Possess strong analytical skills and a methodical, detail-oriented approach in completing projects. Excellent workpaper techniques. Effective oral, written, and presentation skills to influence others and achieve appropriate results.
- Excellent customer interface skills and ability to effectively communicate with all staff and others outside the ACS are essential.

Finance and Tax Overview
Finance is responsible for the overall fiscal control and management of the ACS. This includes the proper recording and classification of all financial transactions of Washington Operations; the consolidation of financial data for all business units and subsidiaries; preparation of financial statements and reports; preparation and presentation of the budget; development and implementation of financial systems; tax planning and compliance; and any other financial related matters. Finance also provides financial analysis and support to all ACS activities. Finance consists of Payroll, Accounts Payable, Accounts Receivable, Tax Compliance and Reporting, General Accounting, Financial Planning and Analysis, and Financial Systems.
The Office of Tax Compliance and Reporting (Tax Office) is responsible for the preparation and monitoring of the Society's federal, state, and local income, foreign countries value added tax, income tax, goods and services tax, service tax, equalization levy, and consumption tax, property, sales and use tax, business registrations, and unclaimed property compliance and reporting. The Tax Office is also responsible for performing tax research and analysis, keeping abreast of tax legislations and regulations that impact the Society. The Tax Office provides tax support to the Society's local sections, divisions, and regions by responding to their inquiries and providing them with relevant tax information necessary for their tax compliance and reporting. The Tax Office responds to inquiries from tax jurisdictions and resolves issues as they arise. The Tax Office maintains the Vertex tax software system and participates in all ACS billing systems upgrades and implementation projects, with streamlining and improving current processes, identifying business solutions, and creating opportunities for enhanced customer service. The Society currently files over 400 tax and information returns, including IRS Forms 990 and 990-T. The Tax Office is also responsible for coordinating with a third-party vendor that is managing the ACS charitable solicitations license registrations and renewals in various jurisdictions.
Position Summary
The individual in this position manages the Tax Compliance and Reporting team and reports to the Assistant Director, Financial Services. Financial Services is comprised of the Tax Office and Accounts Receivable. The individual in this position is responsible for managing all operations of the Tax Office and manages the Tax team members, including coaching, training, and developing staff. The Tax Office is responsible for all tax related functions, including all federal, state, and local income, foreign countries registration and filings for value added tax, income tax, goods and services tax, service tax, equalization levy and consumption tax, property, and sales and use tax return filings, state registrations, unclaimed property compliance and reporting, system upgrades and implementations, financial statement preparation, audit support, monitoring proposed changes in tax laws and evaluating their impact to ACS, performing research and analysis, and special projects. The Tax Office is also responsible for coordinating with a third-party vendor that is managing the ACS charitable solicitations license registrations and renewals in various states.This individual must understand and consistently apply, enforce, and ensure compliance with general and/or specialized regulatory, tax and Generally Accepted Accounting Principles (GAAP) and internal controls. S/he is pro-active in identifying business solutions; keep management abreast of issues impacting the ACS; can improve and streamline policies, procedures, and processes; is proficient in documenting policies and procedures; and is able to create opportunities for enhanced customer service. In addition to reporting to the Assistant Director, Financial Services, this individual will interface with other financial and operating staff. As a result, this individual must have excellent communication (both written and oral) and organization skills.
Position Accountabilities
Required Education, Experience and Technical Skills
This position will be primarily based in the Washington D.C. office. ACS employees work a hybrid work schedule, consisting of working onsite, three days per week. ACS employees are in the office on Tuesday and Wednesday with the third in-office day scheduled in consultation with the manager. While always welcome to work in the office, employees may work the other two days of the week from a location of their choice. New employees are immediately eligible for this hybrid work arrangement. ACS offers relocation assistance, if applicable.
