    Reports To :

    As an integral part of the Finance Department team, the Assistant Director of Finance (ADF) is directly responsible to the Financial Secretary.

    This position must be able to schedule and perform assigned responsibilities with a high degree of efficiency and implement decisions of the Command Finance Council.

    GENERAL PURPOSE / BASIC FUNCTION OF POSITION .


    To further the building of the Kingdom of God through The Salvation Army by assisting the Financial Secretary in the direction, supervision, consultation, and maintenance of the financial and accounting function within the Northeast Ohio Division of the Eastern Territory of The Salvation Army.

    As an employee of The Salvation Army, the Assistant Director of Finance (ADF) occupies a position of trust and confidence and is expected to conduct the affairs of the office responsibly, efficiently and economically.

    The ADF is expected to be an example of Christian stewardship and to conduct all activities of the office with a view to accomplishing The Salvation Army's fundamental purpose of proclaiming Jesus Christ as Savior and Lord.


    MISSIONOF THE NEOSA DHQ FINANCE DEPARTMENT


    The Finance Department of the Northeast Ohio Divisional Headquarters is committed to promoting the building of the Kingdom of God through The Salvation Army by providing supportive services to the officers and administrative personnel of Corps Community Centers and other program entities in order to assist each to fulfill their fiduciary responsibilities inherent with their appointments or assigned responsibilities.


    Our pledge is to provide within reasonable expectations:

    • Timely & accurate fiscal reporting to Divisional Headquarters administration
    • Consultation in order to maintain a high level of fiscal stewardship and integrity
    • Timely & accurate fiscal reporting to Territorial Headquarters administration
    • Internal auditing to assure administration of appropriate fiscal management
    • Education of all financial personnel
    • Provide recommendations to maintain positive fund balances.

    DEPARTMENTAL RELATIONSHIPS
    The ADF will assume the responsibility of the Finance Department in the absence of the Financial Secretary. The ADF will have direct supervisory responsibilities for the Field and Divisional sides of the Finance Department.

    Responsibilities

    ESSENTIAL DUTIES AND RESPONSIBILITIES.


    I COMMAND FINANCE COUNCIL (CFC):


    Recognizing in the final analysis the responsibility of the Divisional Commander for the securing, expanding and accounting for Salvation Army funds, the Command Finance Council has been authorized and appointed for the express purpose of conferring and deciding in a well-regulated manner matters dealing with the raising and expending of monies within the confines of the Division.

    It is expected that the members of the CFC will deliberate and act upon the matters of business with due regard for the importance and the confidential nature of any and all such procedure.

    All matters of a financial nature, whether active or proposed, are subject to consideration by the CFC, and neither the DC nor any other member of the Council should pursue any financial course without the full knowledge of the Council as a whole.

    In connection with the meetings of the CFC, the ADF is appointed as a member and is expected to participate in the deliberations, providing financial and other information as appropriate under the circumstances.

    In addition the ADF may be appointed as secretary to the DFC as outlined in the Manual of Procedures for Command Finance Councils; including, but not limited to:


    • Distribution of CFC Schedule
    • Notification to members of any change
    • Preparation of agenda and review of documents to ascertain appropriateness
    • Distribution of agenda to members one day prior to the meeting
    • Presentation of agenda items during CFC Meeting
    • Immediate communication of decisions, assignments and concerns of items
    The ADF, while directly responsible to the Financial Secretary and Divisional Commander has, as an important member of the Divisional Command Staff, a direct responsibility to Territorial Headquarters in matters relating to the CFC


    The ADF is obligated to report to the CFC any irregular or unauthorized liabilities of expenditures incurred with or without the approval of the CFC immediately following the ascertainment of such information.


    II DIVISIONAL AUDITOR:


    The ADF will assist in the conducting of corps, area services, thrift stores, capital campaigns, and Women's Auxiliary audits according to the provisions outlined in theGuidelines for Corps Auditing.

    The ADF must immediately inform the Financial Secretary any of the following:


    • Defalcation of or misappropriation by an officer or person in charge of SA funds.
    • Any robbery or theft by or from any officer or person in charge of SA funds.
    • Any embezzlement or fraud
    • Failure of a bank in which SA funds are deposited.
    • Loss of SA funds in any manner.


    The ADF shall supervise the preparation of Powers of Attorney for all accounts within the Division not carrying the signature of the DC as well as ensure that all accounts are covered by an appropriate power of attorney in keeping with Territorial regulations.

    III OPERATING UNITS (CORPS/AREA SERVICES) ACCOUNTING


    The ADF is responsible for assisting Corps/Area Services officers with fiscal management as assigned by the FS and/or the DC.


    The ADF is expected to attend corps/area services advisory board meetings, United Way budget presentation, corps councils, etc., as requested by the DC or DF with the express purpose of assisting the field officer in the conveying of the policies and position of The Salvation Army.

    The ADF is expected to have a detailed working knowledge of the computerized accounting system utilized in all operating units in order that, when appropriate, the following assignments may be given:


    • Train accounting and/or bookkeeping personnel
    • Coordinate consultation visits by Finance Department staff
    • Instruct Divisional Finance Department staff, including auditing staff
    IV OFFICERS' TAX GRANTS & EMPLOYEES' PAYROLL


    The ADF will be responsible for the supervision of the preparation of tax grant authorization forms and present them to the FS for approval on a timely basis.

    The ADF will provide oversight to the divisional payroll team, and act as liaison to the FS, if needed.


    V INSURANCES
    The ADF will provide supervision to the Insurance Specialist and other members of the Finance Department in matters of The Salvation Army's insurance plans including, but not limited to, processing claims and invoicing to operating units the following:


    • Personnel Insurances
    • Property & General Liability Insurances
    • Automobile Insurance
    • Other additional insurances as processed through THQ
    The ADF shall supervise the maintenance of vehicle titles.


    VI DIVISIONAL ACCOUNTING


    The ADF shall assist in the preparation of fiscal closing of Divisional Headquarters operating accounts ensuring the accuracy and timeliness of the final reports for the fiscal year.

    The ADF shall assist in the preparation of Divisional budgets.

    As assigned, the ADF will review the Budget Comparisons for the Divisional Accounting System throughout the fiscal year and bring to the attention of the FS any concerns.


    If requested, the ADF shall assist the FS in the reviewing of invoices for payment and related documentation to ensure that such expenditures are in keeping with Territorial regulations, budget provisions, reasonable and authentic.


    The ADF shall be familiar with the various transactions within the THQ / DHQ Transmission accounts known as purchase and construction, ensuring that expenditures are properly approved and adequately funded.


    VII INDEPENDENCE


    It should be understood that this Job Description is not intended in any way to restrict the work of the ADF in matters relating to the effective fiscal operation of the Division, but sets forth specific guidelines which are to be followed in the prompt and efficient discharge of responsibilities assigned in this document as well as any other assignments by the Financial Secretary or Divisional Commander.

    Qualifications


    GENERAL EXPECTATIONS:


    The ADF occupies a position of special trust, calling for a high degree of specialized knowledge in financial matters, and a practical understanding of accounting.

    It is expected that the ADF will seek and accept opportunities to further certain skills and knowledge so that the duties associated with this position will be fulfilled responsibly.

    The ADF should have a zeal amounting almost to a passion for the prompt and strict accounting of all official monies, no matter to whom they are entrusted.


    In the case of serious fiscal or personnel matters (including, but not limited to, fraud, deception, or abuse), the ADF, in order for personal protection as well as the interests of the Army, should make such representations under Confidential cover, expressing freely and with courtesy, to the Financial Secretary and/or Divisional Commander or General Secretary, who will then deal with them according to the Orders and Regulations including the referral of the matter to the Territorial Headquarters if that should be warranted.


    When the case has been considered and dealt with at the appropriate level of responsibility, the ADF will accept and carry out whatever decisions have been reached that may have a bearing on the duties and responsibilities of the position.


    The ADF is, in an exceptional manner, responsible for constant vigilance and the exertion of all possible influence to ensure that the financial matters of the Division are conducted in a business-like manner.


    The ADF is expected to maintain a working knowledge of SA Orders and Regulations and official policy directives or minutes relating to the areas of assignments.

    The ADF is expected to observe strict confidentiality in all personal or private matters concerning officers and employees except where duty requires communication with the DF or the DC as well as refrain from premature or unauthorized release of restricted information
