    an experienced long-term government contractor, is searching for a

    Senior

    Program Analyst

    position to serve our client, the

    Department of Health and Human Services (HHS)

    in Washington, D.C. and the Head Start Program.

    Haynes, Inc.

    continues to successfully partner with various government agencies for over 20 years Our jobs do require some onsite presence, while opening the door for possible advancement into government jobs.

    This is a full-time job with a

    starting salary range of $85,000-90,000 PLUS generous benefits package (outlined below).

    Minimum Qualifications:


    Baccalaureate degree in a field related to task activities from an accredited university or college, or a combination of education and experience that provides the needed preparation to complete the task activities.

    Degree and experience in accounting, finance, or business is highly preferred


    Five years of relevant and progressive professional experience in accounting, budgeting, federal discretionary grants management, or non-profit or for-profit financial management.

    Proficiency with Microsoft Office applications, especially Excel

    Experience with oversight of large budgets.

    Experience with early childhood programs and knowledge of current laws, regulations, and policies that govern Head Start preferred

    Ability to utilize a variety of web-based and off-the-shelf data management software packages

    Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence

    Description of Job

    :

    Provides accounting, reconcilement, and budget tracking for Regional Office


    Analyzes and monitors multi-million dollar budgets utilizing Head Start Funds Planning System (HSFPS), Grant Solutions, and Payment Management Systems (PMS).


    Compiles and analyzes data to identify both quantitative and qualitative results, and highlight trends and patterns on Head Start enrollments, recipients, facilities, incidents, etc.

    by state and region

    Aggregates and analyzes organizational, management, program components, financial characteristics, and performance data

    Assists in maintaining grant records and grant application cycles

    Adapts procedures, techniques, tools, materials to meet special needs.

    Develops self as a subject matter expert for the HHS Head Start team.


    Performs research and analyses and recommends solutions related to the design, development, deployment and integration of Head Start management systems.

    Serves in other administrative functions

    that arise and are requested by our client, HHS

    This position is for support of a government contract, and subject to the government agency's rules and management.
