    We're hiring a Human Resources (HR) Group Manager to serve as a strategic business partner to the Deputy County Manager, who provides senior leadership to various departments serving Maricopa County residents. This position is responsible for the administration of key HR initiatives and provides tactical guidance to staff and Directors for the full scope of HR functions.

    We Require
    • Seven years of Human Resources-related experience, including experience with employee relations, recruitment and selection, and strategic planning, with at least three years of supervisory experience
    • Bachelor's degree in Human Resource Management, Public or Business Administration, or a closely related field
    • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

    • Experience working in the public sector or experience managing under a merit system
    • Experience conducting workplace investigations for an employer with a formalized discipline/grievance process
    • Experience working with employees for various occupational groups, including professionals, trades, administrative, etc.
    • Experience developing and/or conducting supervisor training in employee relations-related principles and practice, including performance management, corrective actions, performance improvement plans, employee discipline, etc.
    • HRCI, SHRM, or IPMA-HR certified HR Professional
    Job Contributions
    • Serves on a senior-level HR leadership team that provides consistency in policy administration, strategic initiative roll-out and implementation, and training to communicate cultural change and direction
    • Provides consultation and guidance to the human resources team, department management, and employees regarding personnel management, employment law and regulations, employee relations issues, and department policies and procedures
    • Consults with department directors to determine strategic staffing and succession planning needs; oversees position management, including appropriate use of established positions to meet business goals, and leads reorganization efforts
    • Oversees investigations and responses to employee concerns; conducts complex internal investigations; mediates disputes to facilitate resolutions and interventions; provides guidance regarding written counseling or reprimands, drafts and approves disciplinary guidance regarding written counseling or reprimands; reviews disciplinary matters and recommends appropriate, consistent levels of discipline, and researches and responds to legal counsel inquiries concerning EEOC charges
    • Develops and executes creative and relevant recruitment strategies to assist with advancing talent acquisition initiatives, including creating contemporary and engaging advertisements, reducing time-to-fill, ensuring the quality of hire, and advocating for a strong candidate experience
    • Collaborates with department directors, managers, and employees to ensure performance management tools are used successfully; ensures all employees receive timely and objective performance evaluations; consults with managers to develop job-related performance goals and measurements, addressing inconsistencies between performance evaluation ratings and documented history in employee personnel files
    • Analyzes jobs and evaluates work performed to ensure alignment with business needs and classifications, writes position descriptions, and maintains organizational charts and reports related to position management
    • Partners with department management to support the roll-out and implementation of succession planning initiatives
    Working Conditions

    Work is primarily performed in an indoor office environment, with hybrid options available. Tasks require manual dexterity of hands and body to operate office equipment and manage frequent interruptions, time pressures, high work volumes, and multiple, complicated, and unscheduled tasks. Job includes team-oriented activities and interaction with all levels of County management, personnel, and the public. Responsibilities require concentration, accuracy, ethical conduct, and professional demeanor.
