    The DSS Accountability Office's ORCA is charged with working closely with internal and external partners to ensure that DHS facilities, directly-managed and those managed by provider agencies, comply with statutory, regulatory and contractual obligations governing the provision of shelter in New York City.

    ORCA carries out its mission through collaboration with Agency personnel to develop initiatives that optimize the Agency's resources to comply with regulatory requirements.

    ORCA is recruiting for (1) one Associate Staff Analyst to function as a Compliance Analyst, who will:


    • Conduct professional organizational research to promote efficiencies for reaching compliance goals for all ORCA's compliance and audit initiatives: Serious Incident Reporting, OTDA Inspection Reports and audits. Investigate ORCA's workflows and prepare comprehensive reports with recommendations for improved efficiencies across ORCA's complex workflow.
    • Propose and assist with trainings for shelter providers, DHS and ORCA staff; collect, analyze, interpret and present data to provide feedback to ORCA staff, supervisors and other stakeholders about the quality and quantity of work produced by ORCA staff and to identify opportunities for improved quality and efficiency.
    • Support staff implementing ORCA initiatives. Assist onboarding new staff regarding the Inspection Report process. Support staff in ensuring quality compliance responses from shelter providers and DHS stakeholders.
    • Create ad hoc queries and reports from relevant data sources including, but not limited to, the Building Compliance System (BCS) and CARES to support staff in processing inspection reports on time.
    • Provide feedback to staff, executives and other stakeholders regarding the inspection reports including metrics for provider performance, ORCA staff performance and extent to which compliance goals are achieved year-to-year. Liaise with DHS stakeholders and DHS providers as required in order to fulfill the requirements of the annual OTDA Inspection Report.
    • Research the need for and create procedures and manuals for all of the tasks of ORCA's major Initiatives, Serious Incident Reporting and OTDA Inspection Reports.

    Create and maintain procedures for Serious Incident Reporting:
    Immediate Notifications, Review and Closing Serious Incident Reporting in CARES, and the Transmittal report.
    • For Inspection Reports: Evaluate a Provider's Response for Programmatic, Environmental and Unit Violations; Navigating SMS (OTDA's Shelter System); How to Navigate and Use the Inspection Report Tracker to Optimize Daily Work.

      Conduct internal ad hoc inquiries into HRA's various source systems and analyze quantitative and qualitative data to locate vulnerabilities within the agency.

      Provide proposals and suggestions to improve HRA's overall accountability and integrity.
    • Conduct onsite inspections of DHS and provider-managed shelters to ensure compliance with oversight regulations. Verify remediations of follow up shelter site visits as reported in OTDA inspection reports.
    • Perform other ad hoc duties as assigned.
    Work Schedule: 9:00AM-5:00PM

    Minimum Qualifications


    • A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
    benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or


    • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in "1" above.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment.

    However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
