- Assists local government officials in the development, implementation, and maintenance of personnel management systems, such as ordinances, policies, pay plans, classification plans, employee records, employee handbooks, and standard forms.

- Conducts research, analyzes data and information, and compiles reports related to special projects.
- Develops financial management systems such as procedures for budgeting, accounting, purchasing, debt management, fixed asset and inventory management, cash management, and internal auditing and reporting.

- Provides technical assistance directly to local governments.
- Calculates annual real and personal property tax rates.
- Provides assistance to the Department for Local Government.
- Assists in the preparation of municipal budgets.
- Staffs local professional groups, providing organizational and research assistance for special meetings, special events, and special projects.
- Serves in a liaison capacity with federal, state and local organizations involved with local government issues.
- Grant administration to include writing, financial reporting and technical assistance.
- Assists in legislation drafting.
- Other local government services related tasks as assigned.
- Graduation from a four-year college or university with a degree in political science, public administration, business administration, or related field with a concentration in personnel, financial or local government management; At least one year experience in local government; or any combination of training and experience which meets the desired knowledge, skills and abilities.
- Master's degree preferred.
- Knowledgeable about municipal government practices.
- Independent judgment is required to plan, prioritize, and organize diversified workload. Expected to exercise discretion about significant matters.
- Must have strong knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software.
- Must have high level of interpersonal skills to handle sensitive and confidential information. Position continually requires demonstrated poise, tact and diplomacy.
- Work requires attention to detail in research and creation of reports and materials as well establishing priorities and meeting deadlines.
- Ability to organize and maintain various projects.
- Must be able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.
- Must be a self starter and willing lead by example within the administrative team.
- Work is performed typically indoors in an office setting. It requires intermittent standing, sitting, or stooping.
- Work requires consistent use of computer and phone system as well as other office equipment.
- This position requires some travel, off site work, and occasional irregular hours.
