    JOB SUMMARY:


    Under general direction, assists in performing financial accounting functions according to established procedures and regulations associated with municipality and fund accounting, performing related work as required.

    ESSENTIAL JOB FUNCTIONS:

    • Ability to analyze approximately funds for reasonableness of revenues, expenditures, and balance sheet items, prepare reconciliations as needed, make any necessary adjustments, prepare financial statements, which include balance sheet, income statement, budget vs. actual analysis, cash flow reporting, statement of net position, statement of activities, statement of changes in net position, research and gather data from other sources, both internally and externally.
    • Ability to present financial statements prepared for the funds in a manner as defined by the Government Accounting Standards Board (GASB), analyze and reconcile fund level statements to prepare government-wide financial statements as required by GASB, prepare footnote disclosures and Required Supplementary Information (RSI), Management's Discussion and Analysis (MD&A), and Transmittal Letter.
    • Ability to analyze and reconcile subsidiary ledgers and the general ledger and make adjustments which includes communication with both external and internal city sources related to required corrective actions needed by others.
    • Ability to work with both external and internal auditors on GASB compliance regarding the financial statements, footnotes, RSI and MD&A prepared in the ACFR process, including clarification of variances and procedures.

    OTHER JOB FUNCTIONS:

    MINIMUM QUALIFICATIONS:

    Knowledge, Skills and Abilities Required:


    Knowledge of principles and practices of accounting and auditing, including GAAP (Generally accepted accounting principles), GASB (Government Accounting Standards Board), and governmental finance.

    Knowledge of municipal accounting and principles of public finance administration. Knowledge of budgetary development and controls.

    Knowledge of modern office methods, procedures and equipment including computerized accounting systems, Excel, Word, Access, Powerpoint, internet and e-mail.

    Knowledge of continuous process improvement techniques and practices.

    Knowledge of accounts payable, accounts receivable, payroll.

    Ability to operate a variety of office equipment including but not limited to PC, calculator, telephone, copier/scanner, fax machine.

    Ability to research, analyze and prepare statistical statements and reports.

    Ability to receive detailed information through oral communications and to make fine discriminations in sound. Ability to identify, evaluate and respond to situations or problems in a timely manner.


    Ability to perform a variety of physical skills including but not limited to grasping, holding items, seeing, sitting, sorting and reaching.

    Ability to generate and conceive new and innovative ideas or solutions to problems.

    Ability to establish and maintain effective working relationships with other departments and city employees. Ability to create and maintain detailed spreadsheets.

    Ability to work independently.

    Ability to examine, analyze and verify accounts to determine proper entries needed. Ability to identify and resolve problems.

    Ability to analyze accounting information, recognize errors and the corrective action required. Ability to deal tactfully and effectively with fellow employees and the public.

    Ability to assist employees in other departments with accounting transactions and general ledger details.


    Qualifying Education and Experience:
    A Bachelor's Degree in Accounting, Finance or Business with an accounting emphasis. Three years related experience. Must successfully complete required pre-employment screens including criminal background check.
