Hiring Salary Range:
$65,000 - $70,000


Hampton Roads Transit (HRT) is looking to hire a full-time special projects assistant for a duration up to nine (9) months.

The special projects assistant will provide critical staff support to ensure projects are effectively coordinated and executed to completion.

This position will serve as part of multi-department and multi-disciplinary team including internal and external members working to meet multiple demands on a timely basis.

The assignment area for this position includes key tasks related to compilation and validation of financial information on projects, performance diagnostics, process mapping, organizational planning and process improvement, and administrative support to define and deliver enterprise best practices and reporting.


Essential Job Functions:

  • Assists in the development and execution of project work plans.
  • Assists in development and adherence to project schedules and achieving project deliverables.
  • Assists in compiling data and information and performs independent and thorough analyses of budgets, grant funding, and various project artifacts to ensure quality assurance and quality controls and identifies corrective measures and makes recommendations where needed.
  • Supports compliance with state and federal grants and regulatory requirements.
  • Assists in development, updates, implementation and continuous improvement of policies, programs, and processes to support coordination of special projects and overall efficiency, effectiveness and success of HRT achieving its vision, mission, goals, and objectives.
  • Provides administrative support to the Deputy CEO.
  • Under limited supervision, collects and analyzes data and prepares reports and other informational materials needed to support special project deliverables and other core activities, including actions recommended for departments and the senior executive team.
  • Composes memorandums, correspondence, reports, plans of action, etc., in response to research assignments; prepares detailed graphs, charts, statistical reports, etc., to illustrate reports and recommendations on various organizational and business issues and needs related to special project assignments.
  • Assists in defining and monitoring project related KPIs and other business performance indicators to support successful projects and organizational outcomes.
  • Maintains records and assists in the development of internal and external communications related to tracking and reporting of technical work for performance management and accountability, and in compliance with HRT's Records Management Policies and Procedures.
  • Organizes and serves on work teams and task forces as assigned.
  • Coordinates information sharing among various internal and external stakeholders; establishes and maintains systems and processes for obtaining, maintaining, and analyzing data and information developed within departments and essential to completing assigned duties for successful project completion.
  • Performs other duties as required.
Required Knowledge, Abilities and Skills essential to Job Functions:

Demonstrated knowledge, abilities and first-hand experience as follows:

  • Experience working on complex special projects across multiple departments, especially with direct involvement in budgeting, accounting, risk management, and ensuring compliance with regulatory requirements.
  • Experience conducting organizational performance diagnostics and developing and completing improvement initiatives related to processes, procedures, and cultivating unity of effort and completion of project tasks involving interdependencies among internal and external participants.
  • Knowledge of the principles, practices, procedures and actionoriented frameworks of Public Administration, budgeting and finance, and program and project management.
  • Skilled in research and analysis methods and procedures and knowledge of public sector organizations and functions.
  • Skilled in the collection, analysis and presentation of statistical and technical data for addressing complex business, program, and policy issues.
  • Ability to work independently and as part of team, including organizing assignments, work flow, efficiency and effectiveness, and supporting accountability for deliverables and outcomes.
  • Ability to establish and maintain productive professional working relationships as needed for work assignments across multiple departments and organizational layers.
  • Ability to communicate effectively in a variety of technical and professional capacities, including making presentations and excellent writing skills to prepare a variety of reports, memos, technical studies, statistical analysis, charts, graphs, etc., in professional formats.
