    General Statement of Duties
    This position provides oversight for the On-site Water Program (OSW), along with additional responsibilities in other Environmental Health programs.

    Responsibilities in the OSW program include assisting OSW staff on difficult sites/situations, review of technical OSW design proposals, quality assurance for the OSW program, and training of new OSW staff.

    This position provides oversight to three OSW staff members and reports to the Environmental Health Supervisor. The work schedule is typically Monday-Friday, 8am-5pm.

    Work schedule may change due to; public health emergencies, providing required services outside of normal business hours, and/or during exceptionally high-volume permit request.


    Duties and Responsibilities/Knowledge, Skills, Abilities

    Considerable knowledge of environmental health laws, rules, and procedures, as well as a complete understanding of the concepts of public health law.

    Considerable knowledge of microbiology, biology, chemistry, food science, epidemiology, soil science, entomology, and basic engineering technology as applied to environmental health practices.

    General knowledge of community resources. General knowledge of the responsibilities of other agencies relating to environmental health. General knowledge of the interrelationship between socio-economic factors and environmental health concerns.

    Considerable knowledge of the design of on-site wastewater treatment systems, protection of water supplies, food sanitation, food borne diseases, communicable diseases, vector control, solid waste management, and institutional sanitation.

    Considerable knowledge of inspection methods and investigation techniques as applied in environmental health. Basic knowledge of office administrative management practices, including personnel policies and procedures. Basic knowledge of department budgetary processes. Ability to analyze and comprehend a wide variety of technical and administrative regulations, records, and reports.

    Ability to exercise sound judgment and deal tactfully with a wide range of public contacts while enforcing public health laws and regulations.

    Ability to motivate and educate business and property owners and the consumer public in matters relating to protecting and promoting public health.

    Ability to present formal environmental health training programs. Ability to develop and express ideas and opinions concisely, comprehensively, and clearly in oral and written form. Ability to independently plan and schedule work activities. Ability to apply environmental health knowledge and techniques in the investigation of environmental health problems. Ability to independently plan, develop, and implement a basic environmental health program. Ability to establish and maintain working relationships with public and private groups. Ability to assess the need for and promote programs to meet community environmental health needs.

    Desirable Education and Experience

    Graduation from a four-year college or university with 30 semester hours of course work in the physical or biological sciences and two years of experience in environmental health; or a four-year or a Master's degree in environmental health from a program which is accredited by the National Accreditation Council for Environmental Health Curricula of the National Health Association and two years of experience at the Environmental Health Specialist level in a health department; and registration as an Environmental Health Specialist by the North Carolina Board of Environmental Health Specialist Examiners.

    Must be registered as a Sanitarian by the North Carolina State Board of Sanitarian Examiners. Must have a valid NC driver's license with a good driving record.

    Required Immunizations:
    The following are immunizations that we require for all employees prior to the first date of employment:

    Two step TST (skin test) If you have had a negative TST within the last 12 months, you must have another one completed prior to employment.

    Proof of MMR (measles, mumps, and rubella) immunity: You must have documentation of two doses of measles, mumps and rubella given at least 28 days apart or laboratory evidence of immunity or laboratory confirmation of disease.


    Hepatitis B series:
    Either evidence of 3 doses; signed declination form or lab evidence of immunity
    Evidence of T-dap vaccine

    Evidence of varicella immunity:

    You must have documentation of two doses of varicella given at least 28 days apart or a history of varicella or herpes zoster based on physician diagnosis or laboratory evidence of immunity or laboratory confirmation of disease.

    If working in the lab, must have documented proof of one dose of meninqococcal vaccine.
