Position Summary:
We are looking for a qualified and experienced individual to join our Service and Capital Development team who will under the general direction of the department director, manage all aspects of the Information Technology team including budget recommendations, planning, personnel and project management to ensure the agency's strategic goals and objectives are met.
Essential DutiesCharacteristic Duties and Responsibilities are as follows:Creates long-range plans for the IT team and establishes milestones and other performance metrics to monitor success.
Develops processes to assist staff in attaining the IT team's strategic goals and objectives.Identify strategic priorities to include but not limited to, developing and implementing systems and resources to best ensure cyber security in an on-site and remote working environment.
Manages real time data redundancy, recovery policy and practices and general support of agency systems and software. Build, maintain and deploy data and voice network solutions to meet Kitsap Transits mission and goals.Leads IT team in developing and maintaining high levels of customer service, professionalism, individual skills, and effective team approach to work.
Conducts or fosters training of staff to encourage staff development. Ensures internal customers have IT tools needed to effectively perform their jobs including documentation, training, and report writing support.24x7x365 support/oversight of all scheduling and communications systems, applications and fulfillment of the agency's IS/IT service requests through all stages of their lifecycle.
Ensures security and data integrity of information systems is consistent with business needs, federal and state requirements. Ensures security audits are completed regularly, reviews and submits any regulatory security reports as required. Reviews and approves network and system recovery plans, including disaster recovery. Monitors implementation of data recovery procedures to assure data is adequately protected. Audits network security provisions. Approves data and system backup and recovery procedures. Assigns staff responsibility to maintaining data and system backups. Reviews security provisions and logs to ensure data security. Ensures all systems have redundancies to ensure agency continuity. Supervises Information Technology staff, setting goals and objectives. Assigns tasks and projects, monitoring work product. Develops work programs, priorities, and program elements. Assists staff in time management. Hires, trains and coaches, evaluates, and disciplines staff as needed. Develops appropriate short and long-term plans for the agency's computer network/IT assets.Initiates actions or makes recommendations regarding new equipment, approaches, policies, and programs to effect continual improvements; provides technical direction as necessary; architects solutions to meet emerging needs; establishes, maintains, and updates policies, procedures, and standards for all supported disciplines; has good project management, communication, and prioritization skills.
Assures proper backup and recovery policies and procedures are in place; coordinates disaster recovery planning and testing; sets standards regarding all hardware and peripheral purchases and machines configurations.
Assures that Firewall/Security/VPN configuration are standardized and documented.Advises the Service & Capital Development Director, Executive Director, and Board on information technology issues; Monitor changes in local, state and federal regulation standards affecting information security and technology; recommends courses of action which impact the organization's information technology systems; participates in KT's strategic planning and policy development.
Maintains knowledge of IT industry and transit specific technology. Recommends strategies and/or projects to improve organizational effectiveness. Coordinates the development of the department budget to achieve KT's objectives and monitors expenditures.Develops long- and short-range plans to ensure that Information Technology's activities support corporate and business unit goals and objectives, including the development and implementation of new technologies.
Monitors progress of plan in achieving expected outcomes. Collaborates with other division personnel to develop goals and objectives. Forecasts IT resources needed to accomplish goals and objectives. Develops standard operating procedures and voice/data network access policies. Establishes voice/data network standards and ensures new projects and/or acquisitions adhere to them. Analyses industry trends and selects appropriate standards for KT. Recommends approvals/denials of requests for new hardware/software acquisitions.Performs periodic internal and external risk assessments and needs analysis to develop the short and long-term strategic goals of the agency.
Ensures security and data integrity of information systems is consistent with agency needs and federal, state and local requirements including but not limited to HIPPA, PHI and PII.
Reviews and approves network and system recovery plans. Monitors implementation of data recovery procedures to assure data is adequately protected. Audits network security provisions. Approves data and system backup and recovery procedures. Assigns staff responsibility to maintaining data and system backups. Reviews security provisions and logs to ensure data security. Collaborates with other transit and government agencies in developing regional transit and information technology projects. Consults with vendors and external consultants in specifying products and/or services as needed to fulfill IT goals and objectives. Acts as KT representative on interagency project teams. Coordinates efforts of other KT staff involved in interagency projects. Recommends the use of external consultants and controls their activities to ensure goals/needs are met. Serves as the primary liaison with the IS/IT vendors and the agency IS/IT support team.Interacts with internal agency staff and other vendors at all levels to help resolve IS/IT related issues, including after-hours, weekend, and remote work.
Oversees all software contracts which includes utilization, version upgrades, and service planning functions.Also responsible for the oversight of data services and billing of the telecom contract(s) and oversight of the on-board vehicle IT equipment, which includes troubleshooting technical aspects of the system and the performance of regular maintenance including, upgrading software, performing alignments and equipment repairs.
Provides technical support as needed. Other duties as assigned.Supervision Received and Exercised:
This position reports to the Service and Capital Development Director and supervises two IT Administrators, one Smart Card Coordinator and one IT Help Desk Technician.

Education and Experience:
Bachelor's degree in computer information systems or business administration, seven years of experience in information technology management, systems security, computer systems analysis, design and voice/data network management and five years of lead or supervisory experience.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered in lieu of a degree.

Supplemental Information
Salary Range:
The range for this position is $10,056 - $13,526 per month, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($10,056).
Employees typically progress from Step 1 to Step 2 at six-months from their hire date and annually thereafter with satisfactory job performance.
Step increases are based on a seven-step progression in each pay range with each step being approximately 5% higher than the previous step.
Kitsap Transit additionally pays longevity pay at 15 years, 20 years and 25 years.Benefits:

This position participates in the Washington State Public Employees' Retirement Plan with the option of participating in a state administered deferred compensation plan.
Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period.
Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.Hours of Work:
