Serco is seeking a Senior Military Analyst for a NAVSEA program to assist in developing and maintaining Microsoft Office based products to manage data related to LHA/LHD ship class modernization and sustainment operations.

The Senior Military Analyst performs assignments for LHA/LHD Ship Class modernization, including data collection, compilation, and analysis. Anticipates future requirements and assists in evaluating plans for various projects or program activities to meet requirements.

Senior Military Analyst will be directly responsible for oversight and management of LHD/LHA amphibious assault ship program on behalf of LHD/LHA Class Managers.


In this role, you will:

  • Provide direct support to the LHD/LHA Class Managers for planning and scheduling of each sustainment and modernization alteration at the program level.
  • Lead and /or participate in identifying, assessing, monitoring, and managing program risks by developing strategies for effective risk mitigation, avoidance, transfer, or acceptance.
  • Ensure LHA/LHD Class modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each availability in accordance with applicable fielding plans.
  • Draft and maintain LHD/LHA installation planning and scheduling sheets (Fielding Plan, Poker Chip) in coordination with LHD/LHA Class Availability Sheet (APS).
  • Assist in the development and monitoring of schedules, drafting late add messages, risk messages, to priority schedule changes.
  • Evaluate program activities and developing executive level briefing materials to report programmatic status to leadership.
  • Manage continual technical updates within Navy Database Enterprise (NDE) and Navy Modernization Process (NMP) ensuring it aligns with program objectives.
  • Maintain, update, and distribute accurate and current LHA/LHD Fielding Plan for all current and future alteration installations.
  • Conduct analytical studies with Cost Model team in drafting POM (Program Objective Memorandum) papers, Final Snapshot updates (FSS), PB (Presidential Budget), DON (Department of Navy) budget submissions to successfully plan and program alterations for future installs ensuring the program is within budget.
  • Assist in preparing or coordinating the preparation of Microsoft Office based products.
  • Attend meetings, draft written reports, and provide recommendations.

Qualifications:

To be successful in this position, you must have:

  • A Secret security clearance is required.
  • Bachelor's degree plus 57 years relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Experience with Navy ships and/or maintaining ship systems.
  • Former Senior Enlisted and Surface Warfare officers with Navy shipboard maintenance and modernization experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience.
  • Ability to prioritize and complete assigned tasking and represent Military and Government leaders at technical meetings.
  • Experience with Navy Data Environment (NDE), Navy Modernization Process, Ship Change Documents, or Availability Planning is a PLUS
  • Advanced Excel, PowerPoint, and Word proficiency is required.
  • Ability to travel 10%
