Duties:


Serves as Deputy Director for the Office of Airports, Airports Division Western-Pacific Region responsible for the planning, formulation, direction, implementation, and evaluation of a variety of Airports programs/projects in the Region.

This includes programs such as part 139 safety and certification, airport and system planning, capacity management, environmental processing, financial assistance programs (Airport Improvement Program and Passenger Facility Program), and compliance requirements.


In the absence of the Director, the incumbent assumes full responsibility and authority in the operation of the Airports Division's aviation programs.

Serves as the first level supervisor for several Branch and Airport District Office (ADO) Managers. Most ADOs are located remotely and oversee multiple large hub airports with complex aviation issues.

Integrates work of multiple organizations to meet strategic goals of the organization and the FAA. Participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.

Provides oversight and ensures successful completion of complex and politically sensitive airport projects that involves extensive coordination with various internal and external stakeholders.


Exercises the full range of supervisory responsibilities to include strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers and employees; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility. Participates in the labor-management partnership process. Promotes a fair and equitable work environment.


Monitors and implements the strategic plan for organizational projects/programs to ensure the successful completion of goals and initiatives, and provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision making across the organization.


Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA.

Defines and assigns tasks to accomplish objectives, and assists the Director with providing oversight and management to ensure that region-wide programs operate effectively and efficiently, comply with regulatory requirements, and promote the accomplishment of the FAA's goals and objectives.

Contacts are routinely internal/external to the major subdivision. May represent the agency and/or LOB/SO as the primary POC for policies, procedures, programs or projects. Communicates and makes presentations to diverse audiences including senior executives, front-line employees, aviation industry representatives, and the general-public.

Maintains close and continuing contact with stakeholders including union representatives, higher-ranking managers and supervisors from other FAA organizations, airport owners/sponsors, airport consultants, aviation associations, and other governmental agencies including the Office of Inspector General, Federal Environmental Resource Agencies and State and Local Governments.

Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

  • A oneyear supervisory/managerial probationary period may be required.
  • Security Requirements: Noncritical sensitive: This position requires completion & favorable adjudication of a Tier 3 (T3) background investigation prior to appointment, unless a waiver is obtained and approved.
  • This is not a remote position. The incumbent is expected to report to the assigned duty station for this position.

Qualifications:


Specialized experience is experience leading and developing employees and directing technical or management-level involvement in processes related to transportation capital improvement program planning, environmental review of transportation infrastructure development, and/or surface transportation or aviation-related financial processes.
