    Job Summary:


    This position is responsible for leadership and management of the nursing services, maintain standards of patient care, and advises clinic managers, medical staff, department heads, and administrators in matters related to nursing service.

    Monitors nursing activities to ensure the highest quality nursing care is provided to Oyáte Health Center (OHC) patients.
    Essential Functions and

    Professional Behavior Expectations:


    Provides leadership and management oversight of all daily activities in OHC's professional nursing services related to budget, purchasing, administration, and performance management, ensuring safe and efficient patient care.

    Coordinates, integrates, and evaluates functions and activities of nursing program.
    Consults with Vice Presidents, Chief Medical Officer, Clinic Managers, Department Managers, Directors, and Supervisors to coordinate applicable nursing activities.

    Participates in the recruitment and selection of nursing personnel, assuring qualified candidates are selected to provide healthcare to the beneficiaries of Oyate Health Center.


    Participates in on boarding process:
    provides education and training, precepts, and participates in scheduling, directing, evaluating hired personnel.

    Assess workload requirements and assist with staff assignments according to relevant level of skill set demonstrated by the workforce under the management of the Director of Nursing and Clinic Managers.

    Develops, maintains, and implements nursing policies and procedures that conform to current standards of nursing practice, and operational policies while maintaining compliance with state and federal laws and regulations.

    Communicates and interprets policies and procedures to nursing staff.
    Develops and implements nursing competencies and ensures nursing staff successfully completes competencies upon hire and then annually thereafter.
    Monitors patient flow and care provided by the nursing personnel, ensuring quality care provided with optimization of clinical licensure.
    Identifies and orders equipment and supplies necessary for patient care.

    Demonstrates knowledge of and application of Key Clinical Quality Indicators, GPRA, and proactively monitors and implements systems to achieve and/or surpass established thresholds.

    Analyzes and evaluates overall patient care program.

    Coordinates and/or develops on-going QA activities for nursing services to monitor nursing compliance with standards and regulatory requirements through rounds, interviews, and record reviews.

    Responds to leadership, quality, clinic managers and relatives regarding concerns over patient care.
    Evaluates the education and training needs of personnel and directs development and implementation of a comprehensive training program.
    Prepares reports concerning nursing services; monthly, quarterly, periodically, etc.
    Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).

    Valid driver's license must be kept current, and certificates, credentials or licenses must be kept current and consistent with regulations required by applicable federal, state and/or grant regulations.

    Supervisory Controls
    The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop deadlines, projects, and work to be done.

    The employee is considered an expert and is responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy on their own initiative in terms of established objectives.

    In some assignments, the employee also determines the approach and methodology to be used. The employee keeps the supervisor informed of progress and potentially controversial matters.

    Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.

    Guidelines
    Guidelines for performing the work are scarce or of limited use. Administrative policies, precedents, laws and regulations are applicable but are stated in general terms.

    The employee uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.

    Complexity/Scope of Work

    The work typically includes varied duties that require many different and unrelated processes and methods, such as those relating to well established aspects of an administrative or professional field.

    Decisions regarding what needs to be done include the assessment of unusual circumstances, variations in approach, and incomplete or conflicting data.

    The work requires making many decisions concerning such things as interpretation of considerable data, planning of the work, or refinement of the methods and techniques to be used.

    Contacts
    The personal contacts are with employees in the organization but outside the immediate department.

    Personal contact, at this level, may also made with members of the general public, as individuals or groups, in a moderately structured setting.

    The purpose is to plan, coordinate, or advise on work efforts, or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes.

    Work Environment/Physical Demands
    The work is sedentary. Typically, the employee sits comfortably to do the work.

    However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile.

    The employee must be able to read, write, speak and hear.

    The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals.

    The work area is adequately lighted, heated, and ventilated.
    Supervisory and Management Responsibility

    This position has responsibility for the performance of one or more second level supervisors or a group of complex and difficult heterogeneous positions.

    The employee usually possesses similar authority to that of second level supervisors except authority to act for the department head in his/her absence.

    Minimum Qualifications

    Education/Relevant Experience:

    Master's degree and three (3) years of relevant experience, or bachelor's degree and five (5) years of progressively responsible relevant experience.

    The experience required for supervisory/management positions will be inclusive of at least three (3) years of supervisory/management experience.

    This is a senior professional and/or management position that requires post-secondary education and/or considerable experience or a clinical degree requiring a clinical rotation/internship.

    Individuals must have applicable education and/or experience applying principles, concepts, and methodology of a professional or administrative occupation to permit the independent performance of recurring assignments or carrying out difficult/complex assignments, operations, and procedures; or applicable education and/or experience applying a wide range of technical methods, principles, and practices similar to a narrow area of a professional field such as the design and planning of difficult, but well-precedented projects.

    Licensed as a Registered Nurse by any US State or Territory.
    Basic Life Support (BLS) certification is required or must be obtained within ninety (90) days of employment.

    Preferred experience:
    Experience in public/community health, and experience working with diverse populations, communities and organizations.
    The GPTCHB is a tribal organization which follows tribal preference laws.
