    responsible for overseein

    Prevention and Diversion programs in CCC.

    The BFH Program Manager

    participates in the leadership and management of the region

    , in coordination with the Director of Supported Housing, a

    nd may be assigned special projects.

    Essential Duties & Responsibilities:
    ·

    Work in a professional manner with local

    County agencies,

    Housing Authorit

    ies,

    landlord

    s

    , property managers, and others in the community to secure

    /

    retain housing

    on behalf of clients

    and the program

    , in general

    .
    ·

    Develop and maintain productive working relationships with

    County

    staff, landlords, property managers, community advocates, Caminar clinical staff, and other system providers as appropriate, and actively participate in meetings that

    inform or

    affect housing services.
    ·


    Monitor the local housing rental market, keeping abreast of market rent rates, supply and demand of housing, and other related conditions.

    ·

    Negotiate housing transactions including leases that result in sound business deals that benefit the clients served by the agency.
    ·

    Resolve issues and disputes that may arise between and among tenants, landlords, the agency, and County staff.
    ·

    Supervise the Housing Case Managers

    and Housing Navigators

    , including

    weekly check-ins and group

    meetings by program, as needed

    to ensure

    the

    provision

    of

    quality housing

    case management

    services.
    ·

    Provide

    onboarding

    ,

    training

    , and re-training

    to Housing Case Manage

    r

    and

    Housing Navigator

    staff

    .
    ·

    Work closely with

    staff

    to

    support

    the success of

    client tenant households.
    ·

    Review and approve funds requested to support client activities and rents

    . Provide accurate monthly accounting of these funds and ensuring that they balance properly and that all receipts are submitted to the corporate office in a timely manner.
    ·

    Supervise

    and approve

    the calculation of rent

    s by Housing Case Managers

    . Work with Caminar Finance to ensure

    accurate

    reporting

    and program compliance

    .
    ·

    Review

    client charts and

    notes in


    HMIS
    , complete monthly
    HMISreporting to

    Caminar's Finance team and the County

    .
    ·

    Educate and inform case management staff and leadership of client tenant responsibilities and expectations.
    ·

    Facilitate

    monthly meetings with the County and partners, and weekly internal case conferencing.
    ·

    Mediate disputes between client tenants and property managers or landlords, involving case management

    and housing navigation

    staff,

    as necessary.
    ·


    Participate in Leadership Team meetings, including discussions regarding agency-wide program development and operation and emerging issues that may affect housing, client care, or the agency in general.

    ·


    Represent the programs and Caminar as assigned to ensure a positive and caring public image, as well as appropriate visibility, and to reduce the stigma of mental illness.

    ·

    Comply with all applicable laws, regulations, and the policies and procedures of Caminar.
    ·

    Model respectful, caring, tolerant, ethical, and empowering relationships with all individuals served and employed.
    ·

    Supported Housing Director and

    the

    Le

    adership Team

    in the development of the budgets.
    ·

    Monitor the monthly financial reports of housing services to assure that expenditures stay within budget and that revenue is received and properly expended

    Assist Director of Supported Housing with comple

    tion of reporting

    and RFP's

    to funders

    , as well as internal

    requests.
    ·

    Promote within the agency and with the general public the philosophy and practice of social rehabilitation.

    Participate in the activities of professional affiliation organizati

    ons, such as Continuum of Care (CoC) when appropriate.
    ·

    Drive own car to housing sites, treatment facilities, and meeting destinations, documenting and reporting mileage according to agency procedures.
    ·


    Participate in promoting a safe, healthy and clean working environment at all times consistent with applicable laws, industry standards and the agency's own Health & Safety Program.

    ·

    Complete and submit accurate time sheets and absence reports to program management in a timely manner

    Requirements, Qualifications, Skills & Abilities:
    ·

    Must be passionate about Caminar's mission.
    ·

    Prior experience with real estate transactions and/or administration and management of Supported Housing programs and community development strongly preferred.
    ·

    Demonstrated knowledge of U.S. Department of Housing and Urban Development regulations and other State Housing and Community Development Programs.
    ·

    Demonstrated knowledge of CARF accreditation process.
    ·


    Knowledge and demonstrated ability to implement the following evidence-based models: Psychosocial Rehabilitation, ACT Model, Harm Reduction, Housing First, and Motivational Interviewing is preferred.

    ·

    Demonstrated experience effectively managing line-item operating budget is strongly preferred
    ·

    Excellent computer skills in a Microsoft Windows environment including email and Internet navigation required. Experience with Human Service Information Systems strongly preferred. Experience managing web based time and attendance and staff training and development system strongly preferred.
    ·

    Must have excellent computer skills, including extensive work with Microsoft Office (Word, Excel, Publisher, et cetera).
    ·


    Ability to maintain a high level of confidentiality, a professional demeanor and to represent the organization in a positive manner at all times.

    Must demonstrate acceptable level of maturity, good judgment, and emotional stability.
    ·

    Problem solving—identifies and resolves problems in a timely manner and gathers and analyzes information

    Physical, Environmental and Mental Requirements:

    Physical:
    Occasionally required to push/pull objects up to 50

    lbs

    , and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, sit for extended periods.

    Sensory:
    Frequently required to read documents, written reports, and plans.

    Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc.

    Must be able to speak clearly and understand/be understood using the English language.

    Cognitive:
    Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand
    and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments

    given

    to self and others over a period of several days.

    Environmental Conditions:
    Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.

    Equipment:
    Frequently required to use a computer, phone, and fax machine.

    Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.

    This position requires frequent driving.

    A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.

    Must be able to pass post-offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.

    ·

    A personal cell phone with reliable service and, if applicable, a data plan to use for business purposes.
    ·

    May be required to obtain and maintain First Aid and CPR certification.
