Description

GENERAL DESCRIPTION:
Performs complex (journey-level) professional administrative and policy analysis work.

Work involves conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively in areas related to accounting, planning, and reporting for ITD program controls.

May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.


ESSENTIAL DUTIES:


  • Monitors, reviews, and analyzes submissions for position changes and verify affordability according to ITD internal operating budget. Logs and tracks changes processed. Reports to senior management cumulative fiscal impact and identifies alternative actions to be more sustainable.
  • Trains ITD Executive Assistants and Managers on ITD affordability and Request to Post processes. Resolves any issues with Assistant Chiefs (ACs) prior to presenting the request to Chief for final approval. Coordinates with HR and Finance teams to ensure position changes and salary actions are processed timely.
  • Coordinates with Chief's staff on salary changes, career ladders, retirements and hiring activities. Performs as Hiring Manager Assistant. Collects organizational data for Public Safety Commission (PSC) reports, e.g. ITD By The Numbers, Outstanding Performance Award (OPA), Collaborations, and Training. Oversees ITD Employee Recognition Program.
  • Analyzes legislation or agency changes impacting ITD programs. Works with ITD Program & Policy Analyst to identify process gaps and the need for new guidelines and policies. May design, evaluate, review, and recommend changes to forms, policies, process documents and reports.
  • Prepares reports for ITD Chief/Management including CAPPS exceptions/required approvals. Responds to agency requests for CAPPS events in ITD. May process CAPPS corrections and/or changes in the time/labor function.
  • Assists ITD requestors to stay compliant with ITD Payment card purchases. Collects and reviews supporting documentation; reviews and enters ITD purchase requests into CAPPS.
  • Participates in contract monitoring activities for assigned contracts.
  • Performs as a Local Security Administrator (LSA) for ITD work requests.
  • Coordinates travel activities for ITD Chief/Management.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies
  • Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:


Education - Graduation from a standard senior-high school or equivalent is required. Graduation from an accredited four-year college or university with major course work in Business Administration or a related field is preferred.


Experience - Minimum two (2) years' experience in office management, business administration, resource planning and management, or budget preparation work is required.

  • Substitution Note:_ Additional work experience of the type described or other related education may be substituted for one another on a yearforyear basis.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.


Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge of fiscal and/or budgeting techniques and practices is preferred.


Technology - Proficiency with Microsoft Office and CAPPS. Ability to learn and become proficient within 3 months of hire in using collaboration tools such as SharePoint, Trello, Webex, and MS Teams. Minimum two (2) years' experience coordinating activities related to computers and applicable software is required.
