    Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD's headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of the workforce, education, and human services that directly support predominantly low-income US-born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities.

    Job Summary: LFCD is seeking a qualified candidate to serve low-income and WIOA participants to gain subsidized and unsubsidized job placements. This position is responsible for interfacing with local employers and training providers, external organizations, and internal LFCD departments; especially all AJCC and Business Centers. The position's duties include outreach recruitment for employers and job seekers, providing orientation, intake assessment, Individual Employment Plan (IEP), case management, On the Job Training, Individual Training Account/ Vocational Training counseling, job placement, providing ongoing support to these individuals, follow up and retention services. Program activities and strategies include long-term career advancement for each participant; understanding the hiring and business development needs of each employer; the compliance requirements of funders; and the many subtle factors that can influence each individual's ability to thrive and advance in the workplace. Knowledge of the human services needs of the local job market is a plus. This position requires rotating stationing between different offices and reports to the WIOA Program Coordinator.

    Roles and Responsibilities:

    • Outreach into the community to provide program information, attend the resource fair to recruit low-income Oakland residents' older youth, adults, and dislocated workers, and promote the program; create flyers and promotional materials.
    • Lead job readiness workshops, job orientation session, interview, one-on-one and small group counseling; develop resume, cover letter, and individual employment plans, identifies participant needs to determine appropriate job interest and job match to secure job placement; provide labor market information, job fairs, job clubs, and job referrals; maintain sign-in sheet record and input onto CalJOBS system.
    • Target prospective employers with job openings at reasonable starting wages with fringe benefits; provide employer orientations; cultivate and maintain the business relationship with employers, provide them On the Job Training (OJT) information; Maintain existing employer contracts and continue to develop new businesses in the local area to expand employer's directory; conduct survey with employers and participants following placement to ensure job stability.
    • Provide intensive services to participants including intake assessment, certify, and obtaining supportive documents for enrollments into the program; develop Individual Employment Plan (IEP), identify career goals, prepare the assessment, and make appropriate referrals; provide 12 months of job retention services.
    • Counsel clients individually and in groups for addressing barriers, job search strategies, interviewing skills, and other topics to assist program participants to enter the job market, retain employment, and/or advance in their job or career.
    • Communicate with training providers and ensure ITA request is submitted in a timely manner; perform tracking of participants, input data, daily log, monthly case notes, and all other activities in the CalJOBS system.
    • Conduct site visits, job retention, and supportive services; prepare program monthly activity reports to the Program Coordinator.
    • Be knowledgeable of the agency's mission, vision, core values, and strategic plan. Join different agency initiatives to improve program and service quality and to help accomplish the agency strategic plan's goals and objectives.
    • Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan.
    • Other duties as assigned by Program Coordinator.

    Requirements and Qualifications:

    • A Bachelor's degree or equivalent is required in a related field; bilingual is preferred; must at least 2 years of experience providing employment direct services and coaching.
    • Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
    • Demonstrated ability to work with families, women, and children without discrimination towards people of diverse cultures, races/ethnicity, socio-economic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
    • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
    • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
    • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and internet browsers.
    • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
    • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.

    Compensation: The salary is based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
