    JOB SUMMARY

    The purpose of this classification is to supervise activities involving inspections, investigations, issuance of citations, and enforcement of City codes and ordinances.

    ESSENTIAL JOB FUNCTIONS

    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Coordinates daily work activities organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
    • Ensures staff compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations.
    • Interprets, explains, and enforces the provisions of City codes/ordinances or other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; research code-related issues as needed; initiates any actions necessary to correct deviations or violations.
    • Consults with supervisor, City officials, or other officials to review activities, review/resolve problems, receive advice/direction, and provide recommendations.
    • Supervises and coordinates activities involving inspections, investigations, issuance of citations, and enforcement of City codes and ordinances.
    • Provides information and assistance concerning codes/ordinances, code/ordinance interpretation, code compliance, and related issues; informs the public of the application process for subdivisions, variances, conditional use permits, or appeals; discusses violations and problem areas with property owners, business owners, property managers, tenants, developers, contractors, or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.
    • Supervises and conducts patrols of the City and inspections of various sites to determine compliance with codes/ordinances relating to zoning, signage, litter, soil erosion, health, housing, building setback, unsafe building abatement, property standards, nuisance, business license, or other code enforcement issues; responds to complaints of potential code violations; inspects business licenses to ensure compliance with zoning ordinance for commercial buildings; inspects interior areas of homes/buildings to identify potential building/housing code violations; inspects exterior areas of properties to identify potential property maintenance violations; verifies proper permitting of contractors; measures and/or marks public rights-of-way for erection of fences and signs; removes and disposes of illegal signs from properties.
    • Meets with business license applicants; educates applicants in applicable zoning ordinance regulations and building codes; verifies and approves/disapproves zoning districts for allowable residential or commercial uses.
    • Reviews residential/commercial construction/renovation plans to ensure presence of all required information for submittal for plan review.
    • Inspects construction sites of new development to ensure compliance with state erosion/sedimentation control laws.
    • Reviews plans of outdoor advertising signs to ensure compliance with sign ordinance; approves/disapproves sign permit applications as appropriate.
    • Coordinates and administers rental real estate pre-occupancy inspection program; conducts pre-occupancy inspections and re-inspections; collects inspection fees and issues certificates of compliance; assembles and mails rental real estate packages; processes rental applications; maintains current computer database of rental real estate program data.
    • Conducts investigations into potential code violations; conducts site visits, collects information, and gathers evidence; interviews witnesses, complainants, offenders, or other individuals regarding complaints or violations; makes photographic or video records of inspection sites.
    • Determines existence of code violations, deficiencies, or other areas of non-compliance; attempts to secure compliance without legal action; notifies violators of charges and designates appropriate deadlines to achieve compliance; performs follow-up site visits to determine whether properties have come into compliance; issues warnings, summonses, or citations as appropriate.
    • Participates in court activities to pursue legal action against violators; reviews cases in preparation for trial and assesses evidentiary/legal issues necessary for successful prosecution; prepares case reports for court action; testifies in court as needed; conducts follow-up inspections as needed to ensure court-ordered compliance.
    • Prepares and maintains accurate logs/records of code enforcement activities; prepares detailed reports of activities and investigations.
    • Posts and monitors public notice signs for public hearings or permit applications.
    • Conducts research of code books, tax maps, zoning maps, property records, court/legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.
    • Prepares or completes various forms, reports, correspondence, performance evaluations, code enforcement reports, complaint reports, daily activity reports, inspection reports, photographic records, pre-occupancy inspection reports, case records/reports, certificates of compliance, violation notices, summonses, citations, or other documents.
    • Receives various forms, reports, correspondence, permit applications, zoning applications, conditional use applications, variance applications, residential/commercial construction plans, drawings, violation complaints, photographs, rental applications, demographic data, court calendars, business licenses/permits, case records, tax records, property records, title deeds, tax maps, zoning maps, property maps, site plans, plats, codes, ordinances, law books, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
    • Operates a motor vehicle, personal computer, digital camera, general office equipment, measuring: instruments, sledgehammer, hand tools, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e-mail, Internet, or other computer programs.
    • Coordinates code enforcement activities with other officers, other departments, law enforcement and public safety departments, environmental agencies, or other agencies/individuals.
    • Communicates with supervisor, City officials, employees, other departments, inspectors, law enforcement personnel, court officials, attorneys, government agencies, environmental agencies, architects, engineers, builders, developers, property owners, property managers, tenants, business owners, the public, community organizations, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
    • Attends various meetings as needed; participates in regular meetings of Architectural Review Board, Planning & Zoning Board, Planning & Zoning Appeals Board, and Construction Board of Adjustments & Appeals to answer questions regarding zoning/building codes.
    • Promotes positive public relations within the community; meets/speaks with neighborhood associations, community organizations, apartment managers, or other groups; conducts door-to-door surveys within neighborhoods.
    • Maintains a comprehensive, current knowledge of applicable codes, ordinances, laws, and regulations; maintains an awareness of new procedures, practices, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
    • Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, taking photographs, or picking up and delivering documentation.
    • Provides assistance or backup coverage to other employees as needed. Performs other related duties as required.

    MINIMUM QUALIFICATIONS

    Education and Experience:

    Associate's degree with course work emphasis in engineering, construction, and code enforcement; supplemented by three (3) years previous experience and/or training that includes code enforcement, building/housing inspection, or general building construction; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

    Special Qualifications:

    Must possess and maintain valid Housing Rehabilitation Inspector and Housing Rehabilitation Code Enforcement Officer certification. Must possess and maintain valid Building Inspector certification, One/Two Family Dwelling Inspector certification, and Building Plans Examiner certification. Must possess and maintain a valid Georgia driver's license.

    Knowledge, Skills, and Abilities:

    • Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
    • Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt Cir modify methods and standards to meet variations in assigned objectives.
    • Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

    PHYSICAL DEMANDS

    The work is sedentary which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
