    The Division of Community Programs (DCP) provides support to the Department of Human Services (CDHS), Office of Children, Youth and Families (OCYF) concerning all outward-facing partners, including OCYF grantees, community providers, families/youth, and Colorado communities.

    DCP includes the Domestic Violence Program, the Juvenile Parole Board, the Tony Grampsas Youth Services Program, the Colorado Sexual Health Initiative, and the Collaborative Management Program.


    In 2004, the Colorado General Assembly passed House Bill to establish collaborative management programs at the county level that would improve outcomes for children, youth, and families involved with multiple agencies.

    Partners in local Collaborative Management Programs include county departments of human/social services, local judicial districts, health departments, school districts, community mental health centers, and behavioral health organizations or regional accountable entities, parent or family advocacy groups, and community agencies.

    Description of Job


    The purpose of this position is to support the CMP Administrator in the oversight and implementation of the statewide Collaborative Management Program.

    This statutory program was established to provide coordination of county-level collaborative structures to provide locally integrated services delivery for multi-system involving children, youth, and families.

    This position provides monitoring and technical assistance to up to 64 county-level programs to ensure compliance with statutory requirements and MOU agreements.


    Job Duties:
    The Collaborative Management Program Specialist is the staff authority on monitoring the local CMP programs.

    The sites will be monitored through regular interaction and meetings with the local Interagency Oversight Groups (IOGs) and the Individualized Services and Support Teams (ISSTs).

    The CMP Specialist develops a monitoring process, implements the process, and develops a long-term plan for monitoring this program.

    The specialist reviews the annual Memorandum of Understanding (MOU) templates for compliance with statute and rule and provides technical assistance to the counties regarding the development of the MOU.

    This position monitors data to ensure compliance with best practices, Volume VII requirements, and expectations.
    The specialist provides technical assistance regarding engagement and continuous quality improvement to local CMP. They also provide technical assistance to local CMP sites regarding annual reports. The CMP Specialist conducts regular site visits to CMPs.


    The Collaborative Management Program Specialist shall develop and implement training for counties participating in or interested in participating in the Collaborative Management Program.

    According to the statute, the training shall include strategies to address the needs of children who would benefit from integrated multi-agency services, including children who have had contact with law enforcement or are at risk of involvement with the juvenile justice system.

    Training will include engagement elements, continuous quality improvement, and data analysis. The position will also provide site-level technical assistance regarding data analysis

    The Collaborative Management Program Specialist will set guidelines and expectations regarding data collection, annual reports, and evaluation.

    The Specialist will work with the CMP Administrator, Data Team, external evaluator, and local CMP sites to ensure that data is provided and utilized for annual reports and evaluation.

    Provide technical assistance regarding data systems and collection.

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


    Experience Only:

    • Seven (7) years of professional experience in public administration, child welfare, human services particularly in operations, strategic planning, fiscal administration and budget or closely related occupational field.
    ~OR~


    Education and Experience:

    • A combination of related education, Human Resources, Child Welfare, Business Administration, Sociology, Economics, Political Science, Data Science/Analytics, or a closely related field and/or relevant experience in an occupation
    related to the work assigned equal to seven (7) years


    Preferred Qualifications:

    • Knowledge of public administration, child welfare, human services experience, particularly in operations, strategic planning, fiscal administration and budget.
    • Bachelor's with relevant coursework in the above areas with relevant work experience in fiscal and budget administration, preferable in a human services agency.
    • Knowledge of the Collaborative Management Program.

    Conditions of Employment:
    The successful candidate in this position must be willing and available to submit to the following conditions:


    • Must be 21 years old or older
    • Must possess and maintain a valid U.S. driver's license
    • Must have no felony convictions and no violent history
    • Travel to/from CMP sites for site monitoring and State Steering Committee meetings.
    • Must pass a Colorado Bureau of Investigations and a Federal Bureau of Investigations background check as a condition of employment. Included in the background check is a current and/or previous employer check. Your current and/or previous employers within the past 10 years at a minimum must be listed on your job application (most recent in descending order), even if the job or duties are unrelated to the position for which you are applying. Incomplete employer information (address, phone number, and supervisor) or omission of former employers may result in a disqualification of your application.
    • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, along with any mandatory annual training if required for the position.
    • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
