    Position classification: Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    This position exists within the Division of Children and Family Services (CFS). The primary purpose of this position is to stabilize children placed in foster care, reduce placement disruption, provide support, coaching and training of foster caregivers, and improve retention of caregivers. This position works within the Foster Care Services and Support Unit with potential collaboration with other units including the Kinship Support Services Unit and will be supervised by the Foster Care Services and Support Supervisor. This position is responsible for the development and enhancement of the Foster Care training component of the Adams County Foster Care Program. Members of the Foster Care Services team are cross-trained and may have other responsibilities within the unit. We are looking for someone who has excellent communication skills, as well as strong writing skills. The ideal candidate must be familiar or be able to familiarize themselves with foster care policy, rules and regulations, as well as Volume 7 regulations for foster care certification.

    This position provides coaching and training to the foster care team, caseworkers and supervisors through various trainings (including in-person, web-based or e-training), coaching, shadowing, reflection, and feedback in order to assess professional development needs and resources for our staff. This candidate will also provide and/or coordinate training to community partners and stakeholders, as requested. This position will also plan, organize, and conduct training and coaching intended to foster learning and support of foster care families; support foster parents via coaching and crisis intervention; and maintain current knowledge on the latest local and national research regarding effective training, coaching and retention of foster caregivers.
    Examples of Duties for Success

    This position, as a member of the Foster Care Services and Support Unit, is primarily responsible for the following:

    Coaching:
    • Provide supportive and behavioral coaching via phone, email, and in person for foster families' certification as needed and when requested.
    • Co-Lead in the implementation and support the Adams County Mentorship Program and support a mentor program that partners newly certified foster families with experienced families.
    • Assist and support the ongoing support group for current foster families.
    • Assist placement stability to foster providers on an as-needed basis. Will utilize skills/framework developed from Partnering for Safety practices.
    • Participate in staffings as needed within the agency, other providers and professionals.
    • Create and develop reporting tools/reports that clearly delineate monthly training/coaching activities/attempts and outcomes. This report will display all active and prospective trainings internally and within the community, as well as the extent and type of coaching interactions.
    • Develop and implement effective coaching interventions/practices during the first year of placement to improve placement stability and retention of foster parents.
    • Collaborate with certification workers in creating training development plans for the foster families.
    Training:
    • Actively establishing, maintaining and providing a therapeutic training curriculum for foster families.
    • Create, maintain, and distribute a training calendar to certified foster families including internal and external training opportunities.
    • Screen interviews with new families and provide guidance regarding the certification process.
    • Ensure that training efforts are communicated with staff throughout CFS.
    • Actively assess the ongoing training needs of current families via surveys and engagement with current families via attendance at advisory meeting, support groups, etc.
    • Create, implement and participate in ongoing retention activities and efforts to support and recognize current foster families.
    • Develop and implement effective trainings focused on improving placement stability and retention of foster providers during the first year of placement.
    • Ability to work evenings and weekends as needed.
    Secondary duties of this position include:
    • Receive, process, and follow up on applications received from prospective foster families, including distribution of forms, policies, and pre-certification materials.
    • Conduct and review thorough background checks on all prospective families.
    • Assist in responding to inquiries that are received via the Adams County website. All inquiries must be responded to within 24 business hours.
    • Provide back-up coverage, including the placement desk as well as support of the 1KID foster care recruitment line. This includes ensuring the phone line is always available to the community and all inquiry calls and voicemails are responded to within 24 business hours.
    • Attend and collaborate with the state regarding NTDC and Pressley Ridge inclusion meetings.
    • Assists with the development of the child welfare training program/new employee on-boarding within CFS.
    • Provides on-the-job training, shadowing, mentoring, coaching to new and established team members.
    • Develops and supports staff members and mentors throughout CFS.
    • Acts as a resource or subject matter expert in all foster care program areas, providing technical guidance to less experienced staff.
    • Meets with individuals and supervisors to establish agreements and goals of the desired outcomes, skills, and tools/techniques the staff member is seeking coaching on.
    • Provides one-to-one foster care coaching/training to staff in field situations, such as home visits, court proceedings, family meetings, or staffings.
    • Provides coaching/training to staff and foster families focused on identifying, enhancing, and practicing technical skills he/she will use to effectively engage children and families.
    • Build competencies within the CFS workforce through coachlike conversations.
    • Ability to use and perform the Competency and Developmental Tools/evaluations to ensure skillset and competencies align to a high-level case practice, documentation, and critical thinking.
    • Ability to provide guidance regarding best practices and decision making/critical thinking.
    • Serves on committees to build and maintain effective relationships with the workforce to best serve the children, youth, and families in Adams County.
    • Prepares comprehensive records, reports, and documentation to be provided to supervisors, leadership and People and Culture as requested.
    • Participates in, and at times facilitates, the Learning Leaders group related to foster care issues to provide support to new caseworkers.
    • Performs other related duties and responsibilities as required.
    Qualifications for Success
    • Is certified or will be certified within the first year of employment in the following areas: National Training and Development Curriculum (NTDC), Pressley Ridge, Trust Based Relational Intervention (TBRI), and Coaches College. SAFE Supervisor, Supervisor Certification
    • Knowledge of theories, principles, and concepts of social casework practice related to child protection.
    • Knowledge of casework principles and methods of human needs and behavior pertaining to child development, parenting, discipline techniques, attachment, and separation.
    • Knowledge of social group work principles and methods.
    • Knowledge of medical symptoms related to injuries.
    • Knowledge of battered child syndrome and the laws dealing with child abuse, neglect, and other dependency conditions.
    • Knowledge and skill in interviewing techniques, crisis intervention methods, and relevant treatment modalities.
    • Knowledge of community resources and agency rules, regulations, and procedures related to child protection issues.
    • Ability to provide crisis intervention services on an emergency basis.
    • Ability to independently analyze complex situations, formulate plans, and make quick decisions as needed.
    • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
    • Ability to testify effectively in court hearings.
    • Familiarity with foster care policy, rules and regulations, as well as all Volume 7 regulations for foster care certification.
    • Ability to learn TRAILS tasks pertinent to Resource screens.
    • Ability to participate in SAFE (Structured Analysis Family Evaluation) training.
    • Familiarity with Microsoft Office, including but not limited to, Excel and Publisher. Computer Skills: Proficient in Word, PowerPoint, and the development of presentation and training materials.
    • Ability to utilize programs such as Sign Up Genius and Eventbrite, and overall technological skills.
    • Willingness to learn and understand universal design.
    • Skills and abilities that involve written and verbal communication techniques for report writing, correspondence, providing customer service, giving presentations, public speaking, directions, and feedback.
    • Ability to prepare and make oral presentations before large groups of people. Ability to communicate clearly and concisely, both orally and in writing.
    • Ability to exercise tact and courtesy while in frequent contact with county and other public officials of various levels of authority and influence, as well as the public.
    • Consistent history of meeting CSTAT and A-STAT measures and ability to coach/train to CSTAT and A-STAT expectations/measures.
    • Ability to practice and teach all aspects of child protection addressing safety, permanency, and wellbeing. (Preferred experience in both Intake and Permanency casework).
    More Qualifications for Success

    Experience:
    • Minimum (4) years of full time professional social casework experience.
    • Prior foster care certification, training, coaching and/or crisis intervention experience is highly desirable.
    • Multi-lingual candidate highly preferred.
    Education and Training:
    • Bachelor's Degree in one of the human behavioral science or related fields.
    • An MSW may substitute for 2 years of the required experience.
    • Proof of education, (degree or transcripts,) and license (if candidate has received one) are required.
    License or Certificate:
    • Colorado Child Welfare Caseworker certification required.
    • Possession of a Colorado Driver's License and proof of automotive insurance.
    • Certification within the first year of employment in the following areas is required:
      • National Training and Development Curriculum (NTDC)

      • Trust Based Relational Intervention (TBRI)
      • Coaches College
      • SAFE Supervisor

    Other:
    • Ability to work in a standard office environment.
    • Ability to utilize personal vehicle or other mode of transportation to make visits to client's homes, travel to court and other public facilities in all types of weather.
    • Ability to lift and carry (1-50 lbs.) infants and small children in the care and custody of the County, as well as the ability to carry their belongings.
    • Ability to conduct home visits in unknown and uncontrolled settings which may include animals, feces, airborne contaminants, gang members, weapons, and other environmental hazards.
    • Ability to work evenings and weekends as needed.
    • Ability to complete 40 hours of training after hire.
    • Ability to work at least two evenings every week and weekends as needed.
