    GENERAL DESCRIPTION:

    Perform complex (journey-level) managerial work administering the daily operations and activities within assigned area of VESS unit.

    Work involves establishing procedures; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating professional counseling staff in providing program activities; and coordinating program activities.

    Plan, assign, and supervise the work of others. Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgement.
    The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.


    ESSENTIAL DUTIES / RESPONSIBILITIES:
    1. Supervise the work of the professional regional behavioral health counseling staff in providing Victim and Employee Support Services. 2. Plan and assign the work of others, including conducting work site visits routinely. 3. Develop and approve schedules, priorities, and standards for achieving established program goals and objectives. 4. Prepare and conduct performance evaluations. 5. Monitor and approve counselor productivity reports and daily case management documentation, while regularly reviewing for accuracy. 6. Assist with implementation of program guidelines, procedures, policies, rules and regulations among counselors. 7. Monitor employees' compliance with policies and procedures. 8. Collaborate with regional DPS management on referral processes to the counselors. 9. May prepare and conduct seminars and presentations about assigned program area for citizens, clients, staff, management, or elected officials. 10. Coordinate equipment maintenance and repairs of field staff. 11. Identify areas of needed change and make recommendations to improve operations. 12. Travel as required achieving position objectives. 13. Provide direct services as needed. 14. Participate in the planning, organization, and coordination of assigned regional activities of Victim and Employee Support Services. 15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 16. Perform other duties as assigned.


    Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS:

    Education - Graduation from an accredited four-year college or university with a master's or doctoral degree in a mental health, social or behavioral science discipline.

    Experience – Minimum three years' full-time experience providing behavioral health services required. Two years' providing advocacy, counseling and crisis support services to victims of crime and trauma preferred. One year of supervisory or coordination responsibilities required.

    Licensure and/or Certification – Must possess and maintain current licensure, commensurate with master's or Doctoral-level training as a mental health professional in the State of Texas, such as a licensed clinical social worker, licensed professional counselor, marriage and family therapist, or psychologist.

    Valid driver license from state of residence.

    Regulatory Knowledge – Must demonstrate and maintain current knowledge of mental health code and professional standards, Victim Assistance best practices, clinical and administrative supervision techniques, criminal justice and juvenile systems and police operations and investigative procedures and statutes applicable to victim services.

    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

    Technical Skills - Advanced skills in assessment, counseling, theoretical frameworks, mental health issues, trauma, grief, victimology, evidence-based treatment, and crisis intervention.

    Ability to effectively and professionally provide supervision to mental health professionals who provide direct service to DPS employees and their families; and to primary and secondary victims of violent crime to include all ethnic groups, age, gender, and persons with diverse lifestyles, backgrounds and beliefs.

    Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles; performance and productivity standards and how to achieve or maintain them; and familiarity with fiscal/budget management so objectives can be attained within allocated resources.

    Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to staff; promote teamwork and motivate others to accomplish goals.

    Interpersonal Skills – Position continually requires demonstrated poise, tact, diplomacy and an ability to establish and maintain effective working/professional relationships with external and internal customers and stakeholders.

    Ability to establish and maintain a professional and ethical tone in the workplace. Ability to address conflict in a direct and respectful manner.

    Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

    Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

    Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

    Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

    Travel and/or Schedule – Ability to travel 25% of the time including overnight and possibly weekends to carry out assigned duties.
