- This position will work at Blaine Human Service Center, located at th Ave NE, Blaine, MN 55434.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.
- Assist in the completion of reports, standards, and schedules in support of Job Training Center projects.
- Ensure project actuals are measured against intended milestones, budgetary guidelines and/or other performance indicators.
- Perform activities of the project lifecycle ensuring that project objectives are delivered on time and within budget.
- Plan, develop, and monitor the Job Training Center's fiscal systems ensuring functionality and integrity of financial budgeting and recordkeeping.
- Monitor program budgets and grant spending. Prepare reports on all grants.
- Assist in the development of departmental policies and procedures.
- Interpret program and legislative regulations and guidelines.
- Develop and implement program plans and complete program evaluations. Monitor budgets and performance standards.
- Requires a bachelor's degree.
- Five years of full-time (2,080 annual hours) job-related experience.
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
- Bachelor's degree in Accounting, Business, or related field.
- Previous leadership experience.
- Previous experience in fund or grant accounting.
- Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.
- Able to analyze, develop, and interpret rules, regulations, policies and practices.
- Strong verbal and written communication skills.
- Standard office environment, and outdoor work sites in all weather conditions depending on assignment
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
- Hearing abilities required for general and phone communication, signals, and machine sounds
- Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties
- Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing
- Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment

Position Description
The Anoka County Job Training Center (JTC) is seeking a temporary Associate Project Manager to provide general administration such as record keeping, financial activities, clerical and secretarial support, and coordination for Anoka County JTC projects. This temporary position will support project management activities and coordinates the development and administration of departmental budget with many funding sources and costs allocated to different grants or funding streams. The Associate Project Manager assists in the development of programmatic guidance as well as ensure compliance and funding guidelines.
This temporary, non-exempt, remote/hybridposition is located at the Blaine Human Service Center.
