    We are currently seeking a talented and motivated Human Resources Generalist to join the team in our Santa Clara main office.

    Founded in 1985, Schaaf & Wheeler is a distinguished civil engineering firm specializing in water resources. We have earned recognition for our expertise across a diverse spectrum of projects spanning hydrology; floodplain management; flood control; stormwater quality; pump stations; and water, wastewater, stormwater infrastructure system planning, hydraulic modeling, and design.

    Schaaf & Wheeler is a small firm, with forty (40) employees operating in five northern California locations:

    • Santa Clara
    • San Francisco
    • Salinas
    • Santa Rosa
    • Truckee

    Reporting directly to our President, we are looking for a Human Resources Generalist with a solid Human Resources background to run a one-person department, working independently with little oversight or guidance, to support our firm.

    Here's what it will take to be successful:

    • Initiative to ensure you are knowledgeable in all aspects of HR — you'll be the trusted subject matter expert and will oversee recruitment, policy updates, Human Resources-related communications, employee benefits consultation, and more.
    • You are self-motivated and completely self-directed — you won't need someone to remind you of deadlines, and you'll communicate proactively.
    • Strong ability for recruitment and the ability to find new ways to recruit top-notch civil engineer candidates with water resources background and experience. Hiring is a particularly critical function with the current high demand for great civil engineers.
    • You'll be responsible for providing support to both hourly non-exempt and salary exempt employees.
    • Possess the ability to be able to switch gears quickly based upon need, reprioritizing your workday to meet the needs of management and employees. There is a lot of variety in this position; no two days are the same — or even very similar.
    • Remain current with changing legislation and research best practices so you can develop questions and initial recommendations that help management make decisions regarding benefits, hiring strategies, etc.
    • You may be able to flex your time to meet a fluctuating workload. We get especially busy at certain times of the year (i.e., we're busier during open enrollment and after year-end) and off and on due to increased hiring.

    This role is perfect for someone who likes to operate independently without being bogged down by bureaucratic oversight or several layers of Human Resources management.

    Responsibilities

    • Manage full-cycle recruiting (i.e., writing job descriptions, posting jobs, reviewing resumes, sourcing candidates via resume databases, scheduling and participating in interviews, checking references, and preparing offer letters).
    • Conduct employee onboarding, in person and via Teams, and process all documentation/forms with accounting as needed.
    • Administer benefit plans (i.e., medical, life, 401(k), etc.), including overseeing enrollment, changes, and annual compliance testing, reporting, and working with the broker and management to implement new plans when needed.
    • Process monthly benefits invoices with accounting.
    • Point person for processing all self-funded dental and vision claims from employees.
    • Responsible for all workman's Comp claims/investigations, and processing end of year renewal.
    • Oversee the performance review process, sending monthly reminders to management and employees when reviews are due.
    • Administer business insurance (i.e., general and professional liability policies, etc.), including annual renewal and respond to questions about coverage.
    • Provide employee relations guidance to employees and management, create coaching / counseling documentation when needed.
    • Develop or revise, implement, and interpret Human Resources and payroll policies for employee handbook, ensuring compliance with federal and state employment laws and meet the needs of the firm.
    • Provide support on various Human Resources-related topics such as leaves of absence and resolve any issues that may arise.
    • Manage the employee separation process, provide documentation to management as needed, and issue employee exit interviews when appropriate, giving feedback to management when applicable.
    • Other duties as assigned. (You may be asked to assist our accountant and / or office manager, as needed.)

    Minimum Requirements

    • 5+ years of experience as a Human Resources Generalist/Specialist or Manager with solid experience in employee relations, recruiting, and benefits.
    • Demonstrated experience working independently in a similar role, preferably for a small organization, with little to zero oversight.
    • Experience applying existing Human Resources policies, along with writing/revising policies to comply with new laws and changes to laws.
    • Ability to be self-directed and take initiative.
    • Demonstrable knowledge of employment and wage and hour laws, including California-and other state specific laws. We do have employees in CA, OR, WA, and VA.
    • Excellent communication skills, both written and oral.
    • Solid organizational skills and attention to detail.
    • Strong analytical and problem-solving skills.
    • Skilled at prioritizing tasks.
    • Ability to act with integrity, professionalism, and confidentiality.
    • Must be legally able to work in the U.S. — visa sponsorship is not available.

    Preferred Requirements

    • BSBA in Human Resources Management and/or SHRM certification.

    Work Location and Hours

    This position can be either part-time or full-time and will be hourly non-exempt. The pay rate range to be considered is $ $52.00 per hour, DOE*. Work hours are flexible and could provide an opportunity for work from home on occasion; however, this position will be expected to be onsite in our main office in Santa Clara, California.

    Employees work directly with the owners/principals – and that includes Human Resources, who teams directly with management and also interacts directly with every job applicant and employee.
