    Job Description:
    • The position reports to the Manager of Clinical and Data Administration Team (CDAT). The contractual employee must be able to satisfactorily function with a high degree of independence and must be able to appropriately handle personal health information according to unit/division/agency policies and procedures. The employee must be able to act independently as a representative for the Ryan White Part B Clinical and Data Administration team (CDAT). In addition to VA MAP Data Management, this position includes assistance regarding the RWHAP Unified Eligibility Quality Improvement Project (QIP); as well as managing and updating both the HCS internal Intranet and external, public websites. This position does not have a supervisory role.
    • The Virginia Department of Health (VDH) is seeking a highly qualified candidate for the position of Ryan White Part B Data Specialist, within the Division of Disease Prevention, HIV Care Services unit. This position requires a thorough understanding of the Ryan White eligibility process and criteria. A basic knowledge of the Ryan White HIV/AIDS program is essential (training will be offered if needed).
    • The work of this position ensures the timely communication of errors from the audits to the staff located at enrollment sites throughout the Commonwealth of Virginia and the review of the Ryan White Part B unified eligibility assessment (UEA) audits conducted internally. In addition to communicating audit errors, the incumbent will aid in managing data for the Virginia Medication Assistance Program (VA MAP), aid in the RWHAP Unified Eligibility Quality Improvement Project (QIP); as well as managing and updating both the HCS internal Intranet and external, public websites as needed.
    Role & Responsibilities:

    Under supervision, the incumbent will:
    • Monitor and compile error data related to the weekly audits of Unified Eligibility Assessments (UEAs) completed by sub-recipient sites; and communicate aggregated error data to internal and external stakeholders as a performance metric;
    • Coordinate and manage technical assistance sessions with sub-recipients related to the UEA audits in accordance with the Plan Do Study Act (PDSA) model of quality improvement;
    • Communicate errors identified during the weekly audits in a timely fashion to enrollment sites and the Services Coordination team as well as ensuring the resolution of any identified errors and recording updates internally;
    • Monitor and confirm active and inactive status of clients via the PROVIDE portal and submit weekly reports ;
    • Provide support for the review and processing the premium payments including the rejected payments maintained by the VA MAP team;
    • Attending and participating in QMAC and QMAC Subcommittee meetings;
    • Assists the manager of clinical and data administration with special projects;
    • As per request, update websites per recent announcements, policy changes, and/or corrections;
    • Creating, updating, formatting, and/or uploading documents to be placed on the website for reading/download; the VA MAP and Ryan White Formularies; and other documents;
    • Performs quality checks on client data when upload issues are reported by Ramsell, as well as troubleshoot client-identified Ramsell issues as relayed by VAMAP staff;
    • Processes all returned mail (approvals, denials, medication pick-up site changes, etc.) in Provide, to avoid any further mail is not sent to invalid addresses;
    • Assists with processing the Pharmacy Batch Errors as needed in the Provide system;
    • Process the monthly errors from the pharmacy transactions processed by the Division of Pharmacy Services (DPS) and/or Ramsell for uninsured clients;
    • Process the periodic Medicaid printouts for the Division of Pharmacy Services (DPS);
    • Serve as support for Provide Enterprise quality assurance tasks such as but not limited to; regular checks for possible duplicate profiles in Provide, via reports that include possible metadata connections regarding name, date of birth, or SSN, and processing the Open Client Requests in the Provide system;
    • Processes routine (weekly/monthly/quarterly) and ad-hoc quality assurance checks, as requested by the CQM Team;
    • Manage Cerberus and troubleshoot access for DPS staff;
    • Downloads/reviews / files Pharmacy data files for VCU placed on the GTI SFTP site and places them in the necessary folders in Cerberus so that staff responsible can process them;
    • Downloading and placing in the appropriate Sharefile location any documents from subrecipients uploaded to Cerberus; and
    • Any other assignments that are necessary to help the program maintain its high level of service.
    Computer software to be used :
    • Microsoft Office (Word, Excel, PowerPoint, etc.), Provide Enterprise Database
    Knowledge, skills, education, and/or experience:
    • Data Management: 2 years (preferred)
    • Public Health: 2 years (preferred)
    • Bachelor's Degree (preferred)
    Mandatory skills/certification(s) Requirement:
    • Education required: A High School Diploma or GED; prior data entry experience;
    • Education preferred: Bachelor's degree and/or comparable training and experience in health sciences, healthcare administration, health information management, biostatistics, epidemiology, public health, or related degree/area; and
    • Work 40 hours a week during regular business hours; adjust work hours, location, and job duties; and participate in training to meet public health business needs, including emergencies.
    • Valid driver's license
    Desired skills:
    • Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following:
    • Experience maintaining databases, generating reports, and providing technical assistance to clients, health departments and agencies;
    • Knowledge and application of best practices and principles of data quality management;
    • Ability to follow instruction to and independently perform data analysis and various internal data audits as requested;
    • Excellent written and verbal communication skills and effective problem solving, analytical thinking, and organizational skills;
    • Proficient computer skills including Microsoft Office applications (Excel, Access, PowerPoint, and Word); databases, and data analytical software;
    • Two or more years related experience working with high-risk prioritized populations;
    • Strong interpersonal and communication skills (both verbal and written);
    • Strong attention to detail and the ability to manage multiple projects;
    • Knowledge and application of guidelines for HIPAA;
    • Skill in establishing rapport and having empathy with clients;
    • Ability to contribute to a team-based approach focused on patient care;
    • Knowledge of (or willingness for training in) the use of motivational interviewing techniques to encourage individuals to start and remain in care;
    • Demonstrates problem solving, leadership, conflict management, and team-building skills to ensure a productive work environment and achievement of goals;
