    Description
    Under the direction of the Director/CEO, administers, directs and coordinates all medical activities within health center sites.

    The Medical Director ensures timely access to high quality medical care for health center patients through clinical systems improvements, recruitment and retention of providers, supervision of the Director of Nursing, and oversight of the clinical quality improvement initiatives.

    The Medical Director also provides scientific knowledge and clinical oversight to community health promotion programs within the Newark Department of Health and Community Wellness.

    Works collaboratively with the COO and CFO (all equals) in program management. Provides direct patient care .2FTE per week.

    Reviews and evaluates existing policies, procedures, work methods and medical practices by means of periodic and special studies and directs installation of improved work methods and procedures and medical practices to ensure achievement of health center goals and objectives.1.


    Clinical Leadership:

    • Provides direct and indirect clinical supervision of healthcare providers
    • Provide strategic and clinical leadership to the medical staff, ensuring the delivery of high quality, evidence-based care.
    • Ensures the delivery of evidenced-based care by creating and enforcing the use of updated clinical guidelines through quarterly peer-reviews.
    • Collaborate with healthcare providers and other team member to develop and implement clinical policies and protocols.
    • Facilitates a cost-effective approach to health services focusing on prevention and chronic disease management
    • Makes recommendations to the CEO regarding the employment, promotion, transfer, and discharge of clinical staff under their supervision and directly conducts the implementation of all decisions relating to the employment of these staff members.2.

    Quality Improvement:

    • Leads the Clinical Quality and Risk Management Committees in achievement of clinical outcomes, and achieving best practice goals.
    • Oversee the health center's quality management program and ensuring the safety of patient care services.
    • Establish and monitor clinical performance metrics and implement continuous quality improvement initiatives.
    • Collaborate with other health center team members and executives to evaluate and revise protocols to improve clinical outcomes
    • Attends conferences and other training sessions to bring new ideas and protocols to the health center.3.

    Compliance and Accreditation:

    • Ensure compliance with all relevant regulations, standards, and accreditation requirements.
    • Oversee the preparation for and participation in regulatory audits and site visits.
    • Monitors individual Provider and group patterns, presents data, analysis and interpretation to providers, staff and Board of Directors committees for review.
    • Plays a leadership role in understanding, communicating, achieving and maintaining quality standards for HRSA and Patient Centered Medical Home principles (PCMH)4.

    Strategic Planning:

    • Collaborate with executive leadership in strategic planning and development of clinical programs to meet the evolving needs of the community.
    • Participate in the formulation of organizational goals and objectives.
    • Provides strategic leadership by focusing clinical teams on visions and distinctive strategies that result in excellent short and long-term performance in clinical, service and financial outcomes. Integrate evidence-based clinical practices wherever possible, building this into new and existing patient care delivery systems.5.

    Provider Recruitment and Credentialing:

    • Lead the recruitment, onboarding, and credentialing of medical staff.
    • Work with the Human Resources department to ensure proper staffing levels are maintained.
    • Models behavior that promotes trust and engenders compassion patients.
    • Works with credentialing and Human Resources to ensure the clinical credentials of staff are maintained
    • Serves as a collaborating physician for staff nurse practitioners as appropriate.6.

    Interdisciplinary Collaboration:

    • Foster collaboration among medical, dental, behavioral health, and support staff to promote integrated care delivery.
    • Engage in regular interdisciplinary team meetings to address patient care issues and coordination.
    • Actively participates in executive team meetings giving input related to provider productivity levels
    • Provides input relate to the health center's budget and revenue cycle
    • Makes recommendations to the CEO, CFO and COO regarding the purchase of equipment and supplies needed to provide patient care, as well as efficient work processes.
    • Holds all clinical staff accountable for job functions as well as contributing to a healthy, positive and productive work environment7.

    Community Engagement:

    • Represent the health center in the community and establish partnerships with local organizations.
    • Advocate for the health and wellness of the community through education and outreach initiatives.

    Other Duties:
    Develops medical and other standards and methods for measurement of all clinical activities.
    Interprets policies to medical staff and insures compliance with policies.

    Assists in the preparation of the yearly budget for control of expenditures, based upon experience, knowledge of market trends and other financial considerations.

    Prepares periodic reports concerning various medical phases of clinic operations and its financial condition.
    Meets with division heads to coordinate their activities and formulate program of clinic.
    Acts as liaison between appointing authority and/or governing board in matters of professional care and treatment of patients.
    Determines that care of patients is of highest professional level and meets with standards prescribed by accrediting agencies.
    Meets with division heads to solve medical problems.
    Takes direct medical responsibility for all clinic medical staff (i.e. physicians, APNs, and nurses).Takes direct and in-direct responsibility for evaluation, medical examinations and follow-up of patients.
    Directs the establishment and maintenance of all medical clinic records and files.

    Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the DHCW, clinic or related units.


    NOTE:
    Responsible for the clinical oversight of all Department of Health services including immunizations, lead, and COVID-19 testing

    EDUCATION:
    Graduation from a medical college or university with the degree of Doctor of Medicine.
    Master's in Healthcare Administration, Public Administration, Public Health, or Business Administration.

    Board certification in a relevant medical specialty.


    EXPERIENCE:
    Experience working with underserved populations.

    Demonstrated commitment to cultural competence and health equity

    Experience working at the leadership level

    Proven leadership experience in a healthcare setting, preferably within an FQHC.

    Familiarity with FQHC regulations and requirements.


    LICENSE:
    Applicants must possess a valid New Jersey license to practice medicine.
    Current and unrestricted medical license in the state of New Jersey

    KNOWLEDGE &


    ABILITIES:


    Knowledge of accepted principles of medicine and medical practices, and of fundamentals of outpatient organization and administration, standards and regulations of the clinic and laws applicable to clinic operations.

    Ability to accept medical and other responsibilities for activities of clinic where inefficiency may result in serious consequences to patients.

    Ability to meet and deal with a variety of employees and disturbed patients and relatives.
    Ability to address large groups of people.

    Ability to use proper judgment involved in formulating policies and regulations, delegating responsibility, systematizing procedures, interpreting policies of appointing authority and/or governing board.

    Ability to promoting favorable public relations, planning and analyzing hospital activities, and selecting personnel.
    Ability to prepare suitable reports.
    Ability to direct the establishment and maintenance of records and files.

    Ability to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units.

    Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
