Duties:

The incumbent's areas of responsibility include, but are not limited to the following major functions:

  • Responsible for all matters related to the management of the Agency and its resources.
  • Responsible for the planning, development, direction, execution, and evaluation of comprehensive programs designed to implement public law and Secretary of Defense directives in carrying out the contract audit mission assignment to the Agency.
  • Establishes policies and objectives aimed at improving operating plans and standards, identifies and adopts technology, and ensures optimum efficiency of support programs such as budget, personnel, accounting, legal, security, inspection, program review and analysis.
  • Personally reviews and decides extremely sensitive cases involving heavy Congressional interest or strong public sentiment which may have an economic impact on particular industries or segments of the economy.
  • Appears before Congressional committees and subcommittees as required to present or defend the Department of Defense contract audit posture, the annual Agency budget, or to testify in special inquiries concerning procurement, accounting, and auditing.
  • Represents the Department of Defense on the Cost Accounting Standards Board and as such is responsible for establishing rules impacting all contracts covered under the Standards across the government and industry.
  • Under the foreign Assistance Act, enters into formal agreements to provide audit service to foreign governments.

  • You must be a U.S. citizen to qualify for this position.
  • Must be able to complete a Top Secret security clearance.
  • Designated and/or Random Drug Testing required.
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE278) in accordance with the Ethics in Government Act of 197
  • You will serve a twoyear probationary period unless you have previously completed the probationary period in the SES.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • Must be able to obtain and maintain a Level 3 Financial Management Certification.
  • This position is eligible for situational telework, as determined by agency policy.
  • This position is covered by the Defense Acquisition Workforce Improvement Act (DAWIA) as a critical acquisition position Level III and acquisition position career category, Auditing

MANDATORY TECHNICAL QUALIFICATIONS:


  • Demonstrated executive level experience with leading large organizations to include strategy development, implementation, change management and practices of financial compliance and cost allocation methods. Demonstrated ability to synchronize these efforts towards business outcomes.
  • Experienced in building, training, and managing a technologically skilled workforce including identifying, testing, and adopting technology to optimize business processes.
