WORK DUTY:
A
Business Analysis Support:
- Elicit business needs from the various DHS program areas to develop solutions to business problems.
- Lead requirement gathering for large initiatives of high complexity.
- Act as a liaison among technical and business stakeholders to elicit, analyze, communicate, and validate requirements for changes to information systems, business processes, and policies, as applicable.
- Lead requirements gatherings/meetings with PMO customers to gather requirements for solutions, identify impacted business processes and determine best process and IT Solution integration where appropriate.
- Conduct needs assessments within business areas to identify deficiencies, streamlining, and process improvement opportunities. Conduct fit/gap analyses.
- Analyze alternative methods of meeting business needs to determine the most feasible costeffective solutions.
- Collect, interpret, and present data using statistical analysis and other applicable modeling techniques using automated database analysis mechanisms, including SQL, for data gathering and research purposes.
- Document current and alternative business processes, define workflows, functional and system specifications, and business process reengineering artifacts.
- Incorporate information security policies, principles, and practices in solutions.
- Assist PMO customers in translating their security considerations into requirements.
B
Project Management Support:
- Work closely with project managers, providing them with business analyst input and support necessary to successfully complete project planning tasks.
- Support project managers with change control and configuration management activities as needed during the execution phase of projects.
- Help with effort estimates on proposed projects.
- Where necessary and within the confines of a project, provide testing support and assistance to the Bureau of Information Technology Services (BITS) testers.
- Gather information and materials as requested for inclusion in presentations made to management and on occasion function in the capacity of a presenter.
- Prepare presentations, training materials and documentation as needed for end user support and to facilitate knowledge transfer to workforce members impacted by projects.
C.
Project Management Office (PMO) Support:
- Assist with standardization of business analyst methodology and artifacts.
- Assist with PMO metrics generation and reporting.
- Assist with PMO efforts for monitoring and reporting on various project portfolios.
- Perform other functions needed to ensure success of projects being managed by the PMO.
Top Required Skills & 8 or more Years of Experience:
- Experience in the field to provide business analysis support to top priority initiatives and enterprise-wide projects.
- Experience documenting/analyzing use cases, business requirements, process workflows and swim lanes, and other business analysis deliverables.
- Ability to analyze disparate information, synthesize a cohesive narrative, and convey complex ideas in both written and verbal forms.
- Ability to build consensus.
- Experience using MS Office Suite (Word, Excel, Visio).
- Creating business and technical documentation, and user guides.
- Communicating with technical and nontechnical audience (presentations, briefings, broadcasting, etc.).
Nice to Have:
- Preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Software Development Life Cycle (SDLC) knowledge, in both predictive (waterfall) and adaptive (agile, scrum) approaches.
- Experience facilitating meetings.
- Identity and Access management (IAM) experience.
- Experience with data analysis and management.
- Experience with project management process and documentation.
- Knowledge of government organization and hierarchy.
- Knowledge of governmental regulations around identity management.
- High emotional intelligence.
