  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Responsible for assisting the director with the operation and supervision of the Child Development Center and Annex.
  • Provides input for the preparation of appropriated and nonappropriated fund budgets and maintains financial goals.
  • Ensures a safe, healthy, comfortable environment exists in the Child Development Center and ensure security and maintenance is monitored.
  • Performs public relations duties in support of the Child Development Center.
  • Evaluates work performance of subordinates.

  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • Security clearance requirements are based upon actual position being filled.
  • Supervisory requirements may be required depending upon the position being filled.
  • This is a designated Drug Testing Position
  • Must be able to pass a preemployment physical. May require standing, bending, and lifting children whose weights range from approximately 1040 pounds. A physical exam (including a chest xray or a tine test) is mandatory before placement.
  • This position has a positive education requirement. Education in a field appropriate to the position is required.
  • This position has been identified as having "regular contact with children".
  • IAW Public Law Section 231, and Public Law , Section 1094, a FBI fingerprint and State Criminal History Repository(SCHR) check will be completed on any person selected for this position.
  • The completion of additional training requirements including CPR, First Aid and Rescue Breathing. Training may be conducted during weekend evening hours. Works an uncommon tour of duty hours to include weekends and evenings.
  • May be required to travel on military or commercial aircraft in the performance of temporary duty (TDY) assignments.
  • Mission Essential Position
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

ORIn addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH
  • 01, equivalent to the next to lower grade GS
  • 4 or equivalent in the Federal Service. Specialized experience must include specialized experience, which must have been in group child care or other work that demonstrated the ability to manage the operation of a child care center, select, train, and supervise child care and preschool employees, family child care providers, or other care
  • giving adults, develop and implement child development programs, including family day care programs, part
  • day preschool programs, and before and after school programs, work with individuals and groups to solve complex problems related to the care and education of children.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Knowledge of child development theory, methodology and practices relating to physical, cognitive, social and emotional development.
  • 2. Knowledge of child care regulatory requirements, policies, and practices and the ability to supervise and implement sound personnel policies, practices, and procedures.
  • 3. Skill in educating, counseling, and advising child development program assistants, child development program technicians, and parents through assessment of training needs.
  • 4. Skill in determining the qualifications and suitability of child development program assistants and child development program technicians.
  • 5. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances.
  • 6. Ability to communicate effectively both orally and in writing.
  • 7. Ability to supervise and implement sound personnel policies, practices, and procedures.
