    Duties

    As a Financial Program Specialist, at the full performance level, you will perform the following duties:
    • Reviewing reports, processes, and studies to ensure alignment with the financial strategic plan, mission, vision, and values;
    • Maintaining an effective working relationship with the OIC and all external auditors;
    • Performing business processes that contribute to effective management control over program operations; and
    • Reviewing program issues, financial data and reports, and provides financial administration advice and guidance to colleagues and management in support of the achievement of overall objectives and priorities.

    You qualify for the GS-11 grade level if you possess one of the following:

    Experience : One year of specialized experience, equivalent to the GS-09 grade level in the federal service, performing duties such as:
    • Monitoring the progress of financial audits and keeping peers and management abreast of potentially controversial matters, including potential audit findings;
    • Reviewing agency audit responses to ensure responses accurately reflect the agency's position on audit findings;
    • Assisting senior level staff with implementing audit remediation methods to mitigate any identified issues; and
    • Preparing routine audit status reports for managements use.

    Education : Ph.D. or equivalent doctoral degree; or three years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related. Education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

    Combination of Education and Experience: A combination of successfully completed graduate school education and experience may be used to meet total qualification requirements and will be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
