Duties:


As a Emergency Management Specialist you will:

  • Develop emergency plans for fire and other major emergencies that could occur within NIH facilities.
  • Serve as an emergency planning resource for the ORF and is responsible for coordinating NIH resources essential to planning and preparedness functions.
  • Respond promptly to fulfill responsibilities during periods of crisis or disaster response.
  • Collaborate with senior managers in the Office of Research Facilities Development and Operations (ORF) and other NIH program managers in formulating emergency response initiatives and the development of response plans.
  • Represent NIH at meetings, conferences, and working groups with local, state, and federal organizations and coordinates NIH activities required by these groups.
  • Participate in critiques involving the principals of participating groups to address readiness and recovery capabilities, identifying deficiencies, and recommending changes which will improve responses.

Qualifications:


In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-09 level, you must have:
A.

completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B.

or J.D., if related;

OR
B.

1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: working with higher level emergency management specialists in scheduling, coordinating, and conducting evaluation drills; assisting in the development of response plans and exercises to test organizational emergency readiness; assisting in the development and presentation of emergency management training to various audiences; monitoring incoming emergency notifications to determine further action.

In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-11 level, you must have:
A. Completed a Ph.
D.

or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an L.L.M., if related.

B.

One year of specialized experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in emergency facilities maintenance programs, plans, and activities; providing information on emergency facilities maintenance programs, policies, and procedures; drafting preliminary development of hazard plans, risk assessments, vulnerability assessments; and holding an active role in emergency maintenance readiness exercises.

In order to qualify for a Emergency Management Specialist, GS-0089 position at the GS-12 level, you must have:One year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning, managing, administering, and coordinating emergency facilities maintenance programs, plans, and activities; developing and providing advice, guidance, and information on emergency facilities maintenance programs, policies, and procedures; collaborating with other emergency management organizations and agencies; and planning or leading emergency maintenance readiness exercises.

  • You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
