Duties:


  • You will utilizes the DoD Financial Management Regulation (FMR) for all financial matters and DoD 5000 regulations to navigate through the DoD acquisition process as applied to assigned acquisition programs or activities.
  • You will recommend the adoption or implementation of, and implements new and revised financial management concepts, procedures, and strategies in support of the organization's programs.
  • You will process funding execution documents using appropriate financial management systems and budget Spend Plans.
  • You will review, monitor, and report on financial status of programs to execute funds in accordance with panning documents and regulatory guidance/policies.
  • You will direct and/or perform program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders.
  • You will perform budget planning and related execution tasks, analyzes various program requirements, and makes recommendations on the allocation and execution of funds.
  • You will develop briefs for senior managers on program execution and provides select recommendations to correct identified program variances or problems areas.
  • Incumbent must complete DoD SCW Basiclevel certification courses within one year. Requirements for Proficiency Level
  • At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better.

  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification.
  • Position requires incumbent to attain DoD Security Cooperation Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect. 38
  • Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position.
  • In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level III certified position per the Nat'l Defense Auth Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines (2 yr appoint). Certification requirements are in DoD Instr
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes.

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level
    (GS14) or
    (NH03) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Experience with qualitative and quantitative analysis to interpret interrelated financial reports and documents.
  • Experience utilizing federal planning, programming, budgeting and execution processes in order to prepare budget input and exhibits.
  • Experience with concepts, principles, practices, laws and regulations of budgeting formulation and budget execution.
  • Experience providing budgetary functional programs, practices and procedures to include the DoD Financial Management Regulation (FMR) and federal appropriation law.
  • Experience reconciling incomplete information, conducting extensive and exhaustive searches for required information, or the performance of actions of similar complexity.
  • Experience with Foreign Military Sales, Foreign Military Finance, Building Partner Capacity, and Special Defense Acquisition Funds (SDAF).
