Duties:


  • You will serve as a ACCOUNTANT in the COMPTROLLER DIRECTORATE of the NIPO FIELD OFFICE.
  • You will demonstrate professional knowledge of the theories, concepts, principles and practices of accounting and financial management.
  • You will implement changes to financial management policies within the organization based on Department of the Navy (DON) and Defense Security Cooperation Agency (DSCA) policy.
  • You will prepare responses to other DON and federal agency financial audits (e.g., Office of Financial Operations (FMO), Financial Management Branch (FMB), Government Accountability Office (GAO), etc.
  • You will serve as Lead for Financial Improvement and Audit Remediation activities coordinating implementation of Corrective Actions across the Sea Services' enterprise and briefing Command Leadership on the status of financial audit readiness.
  • You will assist with the performance of annual testing of Comptroller related controls within the Command's Integrated Risk Management to ensure procedures and controls are documented and operating effectively.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the
-
GS-13 grade level or
NH-03 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Experience providing analysis of complex accounting and financial data;
  • Experience providing detailed status reports and findings to leadership assessing the current status of command financial audit;
  • Experience providing theory, concepts, principles and practices of Federal accounting, auditing, budgeting and financial management;
  • Experience with qualitative and quantitative analysis to interpret interrelated financial reports and documents.
