    Professional Engineer (Bus Rapid Transit) - Denver

    This position is only open to applications from Colorado state residents.

    This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

    New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

    About the Work Unit

    This is a new work unit at CDOT that has been established to implement Bus Rapid Transit (BRT) Infrastructure projects on key corridors within Region 1 (Denver Metro Area).

    These projects are multi-year design and construction projects and are included on the Region's 10-year plan. This new unit is located within Region 1 Traffic & Safety in Denver.
    About the Position

    This position is a licensed professional engineer that provides project management, subject-matter expertise, and engineering design capabilities to the Bus Rapid Transit work unit and will report directly to the BRT Program Manager.

    This position will apply engineering theories, principles, and standards.

    This position is required to have knowledge and experience with transportation project design and construction, and the ability to develop strong relationships with federal, regional, and local partners.

    This position must also have project management skills and have experience with directing consultant work, overseeing project budgets, etc.
    Major duties and responsibilities include, but are not limited to :

    Bus Rapid Transit:
    Serve as BRT design subject matter expert for projects on state highways.
    Review submitted engineering plans, specifications, and other design deliverables.

    Utilize engineering experience and expertise in the application of current engineering principles and theories, design specifications, and federal, state, local and industry standards to BRT system design.

    Coordinate the preparation of plans, specifications, and estimates for projects.
    Analyze engineering designs and verify compliance with industry and regulatory requirements.
    Will be familiar with Federal Transit Administration and Federal Highway Administration requirements as appropriate.

    Assist in determining design standards and goals for bus rapid transit corridors using best practices, industry standards, and guidelines, integrating stakeholder and partner agency feedback in development.

    Determine if appropriate standards and procedures were followed in the preparation of project plans by others.

    Determine the application of engineering theories and principles to situations that may not be covered by present design standards, references, and codes.

    Ensures BRT designs include safety for all users with emphasis on vulnerable users, traffic operations of the facility, and enhanced transit operations.

    Determine if design waivers are warranted for BRT projects.

    Project Management:

    Agency, Stakeholder, Public Outreach and Coordination:

    Provide a technical perspective and advocacy role in communications with resource agencies, regulatory agencies, internal and external stakeholders (including State, County, Municipal, and other governments), and the public.

    Conduct meetings or act as an agency representative in stakeholder and public meetings.

    Serve as a liaison and agency representative to the public, local and state entities, businesses, special interest groups, and other stakeholders.

    Professional Development and Training
    Attend training classes to maintain knowledge of current professional and technical procedures, software, applications, and policies.
    As needed leads, trains, and mentors developing engineers.
    Complete required and optional training classes to improve knowledge and skills.

    Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday (will be required to work in office 3 days a week).

    Regular travel during daytime working hours to meetings and project sites
    Overnight travel to projects throughout the Region and the state; approximately 10%
    Required to operate CDOT vehicles
    May be required to work on night projects as needed
    May be required to work on road closures during emergency situations
    May work outside in various weather conditions and at high altitudes
    May work in close proximity to high-speed traffic and construction equipment
    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications
    Current, valid licensure as a Professional Engineer from the

    Colorado

    State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors
    Current, valid regular driver's license to attend meetings and visit project sites.

    A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions that require operating a state or personal motor vehicle to perform one or more essential functions of the position.

    Preferred Qualifications

    Theexceptional applicantwill be an experienced project design engineer and will possess the proven ability or accomplishment in the following:
    Knowledge of Bus Rapid Transit and transit systems
    Demonstrated experience using MicroStation Open Roads Design to prepare engineering models and designs;
    Knowledge of local issues and concerns in the program area;
    Demonstrated success with the duties listed in the Description of the Job section;
    Years of State service experience related to the duties of this position;
    Highest work/personal ethics and integrity;
    Civil engineering design and construction knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices;
    A history of progressively responsible highway design project management experience;
    Knowledge, oversight, and operational expertise in transportation related design and construction;
    Knowledge of applicable Federal and State rules and statutes;
    Project or management experience, including the ability to successfully plan, organize, and manage or oversee multiple, concurrent, complex transportation projects of varying complexities;
    Experience working with general public, professionals, special interest groups, elected or appointed officials;
    Experience identifying and analyzing problems using sound reasoning to arrive at conclusions;
    Being open to change and new information; adapting behavior and work methods in response to changing conditions or unexpected obstacles;
    Ability to partner with professionals, consultants, vendors, stakeholders and staff, with sensitivity to their needs and priorities to accomplish the organization's goals;
    Strong attention to technical detail and accuracy;
    Strong analytical, reasoning, problem solving, and decision making ability;
    Excellent planning, organizational, time and project management skills and experience;
    Excellent facilitation, presentation, and communication skills, both written and oral;
    Experience managing budgets to ensure cost effectiveness of projects or programs;
    Proven ability to collaborate and build relationships;
    Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus through give and take;
    Flexibility/adaptability in response to changing conditions or unexpected obstacles;
    Ability to work effectively in independent and team situations;
    Passion for safety;
    Experience with Highway Capacity Manual (HCM), Synchro, VISSIM, STOPS, GIS, and/or other modeling and transportation analysis software.

    Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, SAP, MS Project, MicroStation, Open Roads, Trns*Port, and the ability to quickly learn other software systems.
