Class Summary

  • Incumbent is responsible for the administration, implementation and management of Title V Hispanic Serving Institution Semillas grant operations, following federal guidelines. Implements and monitors program goals, develops strategies to institutionalize goals, informs senior leadership and college administration, and implements project management and evaluation.

    Minimum Education/Training/Experience

Master's degree in related field plus three years directly related project management experience, preferably in higher education; one year of supervisory experience; or equivalent combination of education and experience sufficient to successfully perform the essential job duties.

Demonstrated knowledge of student success intervention services and strategies that address the needs of college students from Hispanic, low-income and first-generation college backgrounds.

Excellent skills in communication, both oral and written, and interpersonal relationships required to collaborate with multiple groups and constituents. Demonstrated success as a member of a support team.


Preferred Education/Training/Experience

  • Bilingual (Spanish) preferred.

Minimum Knowledge & Skills

  • Demonstrate ability to establish and maintain productive working relationships with multiple constituencies across campus.
  • Experience working with Title V grant programs or similar programs.
  • Knowledge of Math corequisite requirements.
  • Knowledge of theories and best practices regarding the academic development of students.
  • Prior experience in planning and implementation of complex projects.
  • Working knowledge of student management systems, such as Colleague, Navigate Zogotech, etc.
  • Knowledge of grant rules and regulations.
  • General knowledge of college programs, requirements, policies, and procedures.
  • Ability to communicate effectively, both verbally and written.
  • Strong planning, facilitation, and presentation skills
  • Ability to work independently as well as to function effectively and collaboratively in a team environment
  • Ability to work with culturally diverse staff and populations and a variety of educational personnel and community audiences
  • Possess strong organizational skills and ability to handle multiple tasks
  • Ability to prioritize work and perform multiple tasks

Job Duties

  • Direct the development and implementation of the Title V program to meet the goals, objectives, and outcomes, and ensure compliance with college and federal requirements.
  • Develop, implement and manage program activities, timeline, and communication plan to inform the President's Cabinet and key administrators of progress during the implementation of the program.
  • Collaborate with Tutoring Center to develop Math Lab area and determine best practices for scheduling and support services.
  • Support the creation of a campus wide completion improvement committee to increase the number of students graduating within three years.
  • Develop Math corequisite coaching program with Success Coaches.
  • Collaborate and consult with college administrators to develop longterm H.S.I. grant planning, oversight of activities and support the growth and success of minority students in postsecondary education.
  • Develop and implement Strategic Planning efforts that support the increase of students enrolling, retention, progression, and completion of a certificate, degree or transfer.
  • Develop strategies to institutionalize grant goals and ensure the assimilation of successful Title V components into the college learning environment.
  • Collaborate with Student Services, Instruction and Institutional Advancement in the development of grantfunded projects that align with COM's strategic plans.
  • Ensure adherence to federal and regulatory agency rules and regulations; maintain appropriate records of compliance.
  • Plan, prepare, and administer program budget working closely with Title V Administrative Assistant, Grants Accountant and Core Team to ensure compliance with regulatory spending.
  • Analyze and evaluate program effectiveness. Implement ongoing formative and summative evaluation, data reporting and analytics, and monitor outcomes for continuous improvement. Writes reports. Assist external evaluator, as required.
  • Supervise grant project staff.
  • Serve as liaison for Title Vat COM and in the community.
